CITY OF COLTON <br />AGENDA REPORT <br />For City Council Meeting of SEPTEMBER 15, 1998 <br />TO: HONORABLE MAYOR & C CO CIL <br />APPROVAL: Henry T. Garcia, City Manag <br />FROM: Patrick G. C44 Chief of Police <br />SUBJECT: Resolution supporting new Criminal Justice Center in the High Desert <br />DATE: September 3, 1998 <br />BACKGROUND: Presently the San Bernardino County Sheriff's Department operates the jail <br />facilities throughout the County of San Bernardino. Over 1,000 adult inmates are detained in the west <br />end and San Bernardino City; 236 juveniles are held in the Juvenile Hall located in San Bernardino, the <br />only juvenile facility in the county. Consequently as the High Desert area expanded, placement for <br />both juveniles and adult arrestees reduces space for arrests made by Colton officers and surrounding <br />east valley agencies. <br />DISCUSSION/ANALYSIS: Recently, Sheriff Gary Penrod has proposed the construction and <br />operation of a new criminal justice center containing adult and juvenile detention facilities in the High <br />Desert. The San Bernardino County Sheriff's Department has requested that the City support this <br />effort by adopting the attached Resolution. It is the intent of the Sheriff's Department to build a new <br />facility. This will have the net effect of relieving current Valley facilities from existing overcrowded <br />conditions. Attached is a resolution justifying and supporting this request. Sheriffs Staff will be <br />present at the Council meeting to present additional information and to respond to any questions that <br />Council may have. <br />ENVIRONMENTAL IMPACT: This is not a project affecting the City of Colton pursuant to <br />California Environmental Quality Act. <br />FINANCIAL IMPACT: None. <br />Patrick G.
