CITY OF COLTON
INTEROFFICE MEMORANDUM
TO: Carolina Barrera, City Clerk ,,/
FROM: Thomas K. Clarke, Utility Director" —
SUBJECT: Repair Work on John Matich Drive
DATE: September 21, 1998
At the September 15, 1998, City Council meeting, I gave an oral report regarding the status of the
proposed repairs to a broken water main and subsequent roadway failures on John Matich Drive. The
item on the agenda was originally to be a written report awarding the bid to perform the repairs.
Unfortunately, the City received no bids in response to the advertised calls for proposals.
After conferring with the City Attorney and Purchasing staff, it was concluded that the Department could
negotiate a price for the project with a qualified contractor. Mike Medina, Rex Myers, and Chris Williams
met with Larry Jacinto, Inc., to outline the parameters of the construction project. The next day the City
received what it believed to be a reasonable bid to perform the specified work to effectuate the repairs.
The contractor provided a bid for $74,065.50 to repair subsurface erosion and replace the pavement. This
price does not include any additional work that may arise after the existing pavement is removed and
thorough inspection is made of the water pipeline and surrounding soils.
The City Council moved and approved: 1) the existence of an emergency condition on John Matich Drive;
2) the award of the proposal of the work to Larry Jacinto, Inc.; and, 3) the transfer of the appropriate funds
from unappropriated funds to the maintenance account to pay for the repairs.
ITEM NO. 25
(ORAL REPORT - CC 9-15-98)
