CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF AUGUST 1191999 <br />TO: Honorable Mayor & City Council <br />APPROVAL: Henry Garcia, City Manage <br />FROM: Dennis Morris, Human Resource Director <br />SUBJECT: Amendment Of Agreement With San Bernardino Public Employees <br />Association (SBPEA) And Approval Of The Amendment To Resolution 66-98 <br />Increasing The Salary Range For The Part -Time Police Stenographer Position. <br />DATE: August 9, 1999 <br />BACKGROUND: In September 1998, the City reached agreement with SBPEA on the compensation <br />study completed by L.B. Hayhurst & Associates. There is a need to make some minor adjustments to the <br />study results and to increase the compensation for the Police Stenographer position. <br />DISCUSSION/ANALYSIS: There is a need to make minor adjustments to the agreement of September <br />1998 because of: <br />1. The effect on certain classifications as a result of the agreement reached with the International <br />Brotherhood of Electrical Workers (IBEW). (See section 6 of the attached resolution) <br />2. Adding four (4) job classifications that were not tied into a "job family" when the agreement <br />with SBPEA was reached. (See section 3 and 4 of the attached resolution) <br />3. Two (2) job classifications that should be moved into another "job family", from the present <br />one that it resides in. (See section 2 and 5 of the attached resolution) <br />4. Making one (1) job classification equivalent in salary to one (1) other classification, because <br />of similar job duties. (See section 1 of the attached resolution) <br />All of these proposed salary changes are in the Utility Department, the Utility Director and SBPEA are in <br />agreement with the proposed changes. <br />In addition, the Police Stenographer has fallen behind the prevailing rates paid by other cities according <br />to our Police Department. An experienced, well-qualified stenographer is invaluable to the Police <br />Department. In order to retain good employees the wage must be competitive. We are recommending <br />that the rate be increased, so that it is competitive with other Police Departments. <br />Item #8 <br />Agd082199 PD Stenographer inc <br />
