CITY OF COLTON AGENDA REPORT FOR COUNCIL MEETING OF AUGUST 1191999 TO: Honorable Mayor & City Council APPROVAL: Henry Garcia, City Manage FROM: Dennis Morris, Human Resource Director SUBJECT: Amendment Of Agreement With San Bernardino Public Employees Association (SBPEA) And Approval Of The Amendment To Resolution 66-98 Increasing The Salary Range For The Part -Time Police Stenographer Position. DATE: August 9, 1999 BACKGROUND: In September 1998, the City reached agreement with SBPEA on the compensation study completed by L.B. Hayhurst & Associates. There is a need to make some minor adjustments to the study results and to increase the compensation for the Police Stenographer position. DISCUSSION/ANALYSIS: There is a need to make minor adjustments to the agreement of September 1998 because of: 1. The effect on certain classifications as a result of the agreement reached with the International Brotherhood of Electrical Workers (IBEW). (See section 6 of the attached resolution) 2. Adding four (4) job classifications that were not tied into a "job family" when the agreement with SBPEA was reached. (See section 3 and 4 of the attached resolution) 3. Two (2) job classifications that should be moved into another "job family", from the present one that it resides in. (See section 2 and 5 of the attached resolution) 4. Making one (1) job classification equivalent in salary to one (1) other classification, because of similar job duties. (See section 1 of the attached resolution) All of these proposed salary changes are in the Utility Department, the Utility Director and SBPEA are in agreement with the proposed changes. In addition, the Police Stenographer has fallen behind the prevailing rates paid by other cities according to our Police Department. An experienced, well-qualified stenographer is invaluable to the Police Department. In order to retain good employees the wage must be competitive.
