Kivley, Assistant to the City Manager <br />Subject: Clean Cities Program Memorandum of Understandi <br />Date: November 30, 1999 <br />BACKGROUND <br />In March 1996, Southern California Associations of Government (SCAG) region was designated by the US <br />Department of Energy (DOE) as a Clean Cities Region. As a Clean Cities Region it is SCAG's responsibility <br />to promote, among other related issues, the use of alternative fuel vehicles and developing the <br />infrastructure related to the use of alternative fuels. The DOE Clean Cities Program serves as an <br />umbrella to structure and achieve the goals and programs of the Energy Policy Act, and to coordinate <br />objectives of government and other federal directives such as the Clean Air Act. <br />As part of this process the City of Colton completed a form indicating to SCAG our participation regarding <br />our recent purchases of alternative fuel vehicles (AFV). Completion of the survey form is important to <br />SCAG and demonstrates the progress made in this region. <br />DISCUSSION /ANALYSIS <br />The City of Colton is not currently a member of the Clean Cities Program. Although there are many <br />reasons to become a designated Clean Cities member, including fulfilling the requirements of legislative <br />and executive directives, the doors that open to new funding opportunities are significant. For example, <br />the 1999 State Energy Program earmarked $2.7 million to fund proposals coming from Clean Cities that <br />would do any of the following: <br />• Deploy alternative fuels school bus technologies <br />• Allow for the use of advanced battery applications in electric transit buses <br />• Promote energy efficiency in heavy duty vehicles <br />Promote the development of refueling infrastructure <br />• Promote the acquisition of AFVs in fleets that enable 100% penetration. <br />In order to be designated as a Clean Cities member, it is necessary for the City of Colton to enter into a <br />Memorandum of Understanding (MOU) with SCAG. The MOU promises to promote and accommodate the <br />on-going acquisition and use of AFVs, which the City has and is already participating in through the <br />purchase of compressed natural gas and electric vehicles. By executing this agreement the City of Colton <br />would join the other San Bernardino County cities of Big Bear, Montclair, Ontario and Rancho <br />Cucamonga. <br />FINANCIAL IMPACT <br />There are no costs associated with entering into this MOU. <br />Item #19 <br />
