Kivley, Assistant to the City ManageAspo <br />J� <br />Subject: Adopt Resolution Regarding the Regional Tation Imp r vement <br />Program (RTIP) <br />Date: December 2, 1999 <br />BACKGROUND <br />On August 4, 1999, the San Bernardino Associated Governments (SANBAG) Board of Directors approved <br />the official call for projects for the 2000/2001 through 2005/2006 Regional Transportation Improvement <br />Program (RTIP). The RTIP is a programming document that identifies projects for which federal <br />approval and funding are requested. The RTIP is the mechanism used to meet federal and state <br />requirements related to the implementation of the Regional Transportation Plan and the applicable State <br />Implementation Plan (SIP) for air quality. <br />The RTIP is a financially constrained document. For the next three years all projects in the RTIP must be <br />fully funded by the City. This means we will not request any additional funding from SANBAG. Years <br />2003/2004 through 2005/2006 include projects the City expects to receive future funding for through <br />anticipated revenues. Using this methodology, the RTIP is financially constrained and fully funded. The <br />only exception to the financial constraint policy is when an entity is applying for outside monies such as <br />grants, the project may be added to the RTIP prior to entering into any type of contractual agreement <br />with the funding source. This new caveat makes it much easier to add projects at later dates. <br />All projects within the current RTIP that reflect the use of federal dollars must have prior approval from <br />the California Transportation Commission (CTC) or SANBAG. At this time the City of Colton does not <br />indicate any funding from the CTC or SANBAG for any of the projects on the RTIP. <br />DISCUSSION /ANALYSIS <br />The projects shown in the attached document were reviewed with representatives from SANBAG, GTS <br />and other City staff. Comments, updates and corrections are included on each project information sheet. <br />It is important to note, based on the City's capital improvement budget and the financial guideline <br />constraints of the RTIP, the largest majority of the projects are posed for future construction after the <br />third year of the RTIP. This change in timeline does not restrict the City from entering into agreements <br />or completing the projects prior to the timelines. What the extensions allows is the City to secure <br />potential funding from other revenue sources to construct the project improvements instead of having to <br />find local monies to implement the improvements. By moving the completion dates the Council is able to <br />adopt a financially constrained RTIP and adopt the enclosed resolution. <br />On several of the pages there are numbers between one and ten, with one being the highest priority. <br />These numbers are recommendations from our contract City Engineer as to a funding priority for <br />consideration when determining the future transportation infrastructure needs for the City. This <br />document remains as a worksheet with the City of Colton and was not forwarded to SANBAG. <br />Any of the Transportation Control Measure (TCM) projects (Park and Ride) cannot be deleted or dropped <br />from the current RTIP. The TCM projects must be fully funded and implemented by the City. <br />Item #20 <br />
