CITY OF COLTON <br />AGENDA REPORT <br />FOR CITY COUNCIL MEETING OF December 7, 1999 <br />To: Honorable Mayor and Members of the City Council <br />Approval: Henry T. Garcia, City Manager <br />From: Kathy A. IGvley, Assistant to the City Manage /4 <br />Subject: Adopt Resolution in support of funding from the Iif a Defense justment <br />Matching Grant Program with California Trade and Commerce <br />Date: November 30, 1999 <br />Over the past decade California, more particularly the Inland Empire, experienced tremendous <br />downsizing in the defense industry. The closing of Norton and March Air Force Bases in the cities of San <br />Bernardino and Moreno Valley greatly impacted them as well as their neighboring communities. The <br />closing of Norton more directly impacted the City of Colton than the closing of March. Many areas of the <br />economy, vacant houses, high unemployment and reduced visitors space and service needs felt the <br />impact of this closure. One of several areas hardest hit in the City was hotel/motel industry and its <br />supporting services. <br />DISCUSSION /ANALYSIS <br />The California Trade and Commerce Agency offers a grant program to assist communities seeking <br />funding for defense -related economic adjustment strategies and projects. This program, California <br />Defense Adjustment Matching Grant, awards funds from the State of California out of the State General <br />Fund. As a member of Board of Directors for Inland Valley Development Authority (IVDA) and San <br />Bernardino International Airport Authority (SBIAA), the City of Colton applied for assistance for planning <br />use. The City proposes to use the grant dollars to contract with qualified individuals or firms and develop <br />potential reuse scenarios for the vacant motel and restaurant facilities. The City requested $35,000 in <br />funding with the City contributing approximately $4,900 in cash and in-kind contributions. The attached <br />resolution provides authorization to enter into any agreements that may result from this application. <br />FINANCIAL IMPACT <br />There are no financial impacts associated with this resolution. <br />ENVIRONMENTAL IMPACT <br />There are no environmental impacts associated with adopting this resolution. <br />RECOMMENDATION <br />Staff recommends that Council adopt the Resolution authorizing the City Manager to sign and execute all <br />documents relating to this grant application with the California Trade and Commerce Agency. <br />Attachment: Resolution <br />Item #22 <br />
