CITY OF COLTON <br />AGENDA REPORT <br />FOR CITY COUNCIL MEETING OF FEBRUARY 16, 1999 <br />To: Honorable Mayor and City Council <br />Approval: Henry T. Garcia, City Manager <br />From: Kathy A. Kivley, Assistant to the City Manage <br />Subject: Motion Picture Production <br />Date: February 10, 1999 <br />BACKGROUND <br />In 1993, the Inland Empire Economic Partnership (IEEP), regional economic development organization, <br />established the Inland Empire Film Commission. The mission of the commission is to market the Inland <br />Empire to location and production managers representing the movie industry. Identified, as one of the <br />State's major employers and contributor to the economic well being of California, the commission <br />focuses on responding to the needs and desires of this industry. From a community perspective, It is <br />important to recognize the economic contributions this industry may make in the community should a <br />production company chose a site within our city limits. An average feature film production company will <br />spend upwards of $50,000 per day on services on location. An average commercial production company <br />may spend approximately $29,000 per day. <br />Realizing the economic advantages to a community from embracing this industry, the Film Commission <br />develops focused marketing pieces. One of tools is the 1999-2000 Production Guide. Approximately <br />5,000 location and production managers receive a copy of this guide. This guide contains snapshots of <br />multiple filming locations within a community. Additionally, communities provide photographs <br />maintained by the f=ilm Commission of points of interest within the community. This catalogue provides <br />a valuable tool in responding to inquiries from the motion picture community. The importance of this <br />program becomes more relevant every day as foreign governments compete for the motion picture <br />industry's movie making dollars. This became very evident recently when Canada announced their <br />government would provide rebate incentives to production companies, based on specific criteria, that <br />choose Canada as a location for filming. <br />DISCUSSION /ANALYSIS <br />With great potential for attracting this type of opportunity, it is important the City of Colton has the <br />means and mechanism in place to take advantage of any opportunity in this industry. The City of Colton <br />is fortunate to have a sound studio within its city limits. Additionally, our community has several <br />amazing points of interest that would appeal to a production company. Knowing all this, the City <br />prepared an advertisement for the 1999-2000 Production Guide. In the initial guide, published for 1997- <br />1998, Colton was conspicuously absent. However, keeping in mind your vision and direction staff <br />remedied the situation for the 1999-2000 guide. Attached is a copy of the advertisement for the City of <br />Colton, portraying to the motion picture community our City as an "An American Movie Classic". This is <br />the first step in a two step process. <br />Step two requires adopting an ordinance, including establishing the fees. The proposed Ordinance <br />before you, is similar to many other ordinances adopted by cities within the Inland Empire. This <br />proposed Ordinance incorporates the information provided by the cities of Perris, Hesperia, Chino and <br />Beaumont. The recommended permit fee is $200 per application, plus a temporary business license fee <br />of $10. It is recommended, similar to many other municipalities, Police, Fre, Public Works and Utility <br />services be determined on an as needed basis with reimbursement based on a hourly rate depending on <br />services and equipment required at the location.
