CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCH, MEETING OF FEBRUARy 16,1999 <br />TO: MAYOR AND CITY COUNCIL <br />FROM.- CAROLINA P. BARRERA <br />City Clerk <br />SUBJECT: CONFLICT OF INTEREST CODE — AMENDMENT <br />DATE: February 10, 1999 <br />BACKGR <br />In 1976, The City Council established the City's Conflict of Interest Code (Code), in compliancewith <br />the Political Reform Act of 1974. In 1988, the City Council adopted and incorporated Regulation No. <br />18730, the State's Standard Model Conflict Of Interest Code. Through the Years, under the direction <br />of the Fair Political Practices Commission (FPPC), the City has amended its Code. <br />ANALYSIS/DISCUS SION: <br />The City Clerk is the official filing Officer for State disclosure forms and so it follows that the City <br />Clerk is also responsible for the review and update of the Code with approval of any changes by the <br />Code Reviewing Body which is the City Council, <br />City Clerk Barrera embarked on the biennial review by consulting with Bes� Best & Krieger's Legal <br />Assistant Dianna Marie Valdez and Deputy City Clerk Teresa Delgado. With input from the City's <br />Department Directors, she conferred with City Manager Henry Garcia. <br />Following a study of the appendix of designated employees and the disclosure categories, it was found <br />that an amendment to the Code was warranted based on changes to the City's organization. The <br />proposed Resolution will address three components of the Code: (1) An updated Est of Designated <br />Employees; (2) an expanded version of disclosure categories for ease of reporting; and, (3) the <br />incorporation by reference ofFPPC's amendment to Regulation 18730. <br />RECQMMENDATION: <br />Staff respectfully recommends that City Council approve and adopt the proposed Resolution amending <br />the City of Colton's Conflict of Interest Code, pursuant to the Political Reform Act of 1974. <br />Enc- (1) <br />
