CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF JULY 69 1999 <br />TO: Honorable Mayor and City Council <br />APPROVAL: Henpfl. Garcia, Co'Manager <br />FROM: 4avi.Pamor,*ounity Development Director <br />SUBJECT: First Reading of an Amendment to the General Plan, Zone Change, <br />and Environmental Assessment for File Index Number DZG-11- <br />99, a five acre parcel located at Pellisier Road, just north of the <br />Riverside County Line. <br />DATE: June 10. 1999 <br />BACKGROUND: <br />An application was received from Mr. Doug Winterton requesting a Zone Change and <br />General Plan Amendment for his five acre parcel of vacant land, located at Pellisier <br />Road, just north of the Riverside County Line, west of La Cadena Drive. On May 11, <br />1999, the Planning Commission considered File Index Number DZG-11-99, a General <br />Plan Amendment and Zone Change for Assessor's Parcel Number 163-331-25, from Low <br />Density Residential (LD/R-1) to Light Industrial (LUM-1). After receiving public <br />testimony, the Commission made an environmental finding that the project will not have <br />a significant effect on the environment. <br />The Commission adopted the attached Resolution, Number R-02-99, a recommendation <br />to the City Council to approve the General Plan Amendment and Zone Change for File <br />Index Number DZG-11-99, and the filing of a Negative Declaration. <br />DISCUSSION/ANALYSIS: <br />The City Council is required to hold a Public Hearing for a General Plan Amendment and <br />Zone Change. As recommended by the Planning Commission, the Community <br />Development Department is requesting a General Plan Amendment and Zone Change for <br />Assessor's Parcel Number 163-331-25, from Low Density Residential (LD/R-1) to Light <br />Industrial (LI/M-1). <br />The requested change is consistent and compatible with the surrounding uses, being <br />adjacent to M-1, industrially zoned and developed property. Additionally, being located <br />adjacent to the Riverside County Flood Control Channel, and the lack of City water and <br />sewer facilities on or to that property make it less likely to be developed as residential <br />than industrial. The on-site and surrounding conditions make development more feasible <br />as an industrial site than as a residential site. <br />Item # 3 <br />
