CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF July 6, 1999 <br />TO: Honorable Mayor & City Cou cil <br />APPROVAL: Henry Garcia, City Manage <br />FROM: Tom Hendrix, Fire Chief <br />SUBJECT: Consider Approval of a Joint Training Partnership Act (JTPA) <br />Reimbursement Contract for New Employee Hiring and Training <br />As Administered By Orange County. <br />DATE: <br />June 17, 1999 <br />BACKGROUND: <br />Military base closures around the nation have resulted in the lay-off of many civilian <br />employees. To assist these employees in finding new jobs, the federal government <br />has made job training and hiring assistance grants available through the Joint <br />Training Partnership Act (JTPA). <br />DISCUSSION/ANALYSIS: <br />On April 2, 1999, the Fire Department hired a firefighter -medic who previously <br />worked as a firefighter at Marine Corp Air Station EI Toro. The closure of EI Toro <br />qualified the City for a JTPA grant, which will provide reimbursement for <br />expenditures associated with his hiring process, equipment, and training. The <br />following is a breakdown of expenditures being reimbursed through this Program: <br />✓ Pre-employment Services (Testing, and physical, etc.) $ 358.00 <br />✓ Training Costs (Books, fees, uniforms, and equipment) $ 1,920.00 <br />✓ Firefighter Academy/Orientation Training $ 7,722.00 <br />TOTAL $10,000.00 <br />Academy training consists of the standard probationary training program which all <br />Colton firefighters complete during their first year of employment. Exhibits A and B <br />detail the portions of this contract which apply specifically to the training and <br />placement of this firefighter. <br />JTPA grant funds are administered by the State through service delivery areas, <br />which in this case is Orange County. Reimbursement funds may be paid by invoice <br />on a monthly basis; however, we have requested one lump sum payment at the end <br />of the one year training period. <br />The City Attorney has reviewed and approved the attached contract. <br />Item # 13 <br />
