CITY OF COLTON AGENDA REPORT FOR COUNCIL MEETING OF July 6, 1999 TO: Honorable Mayor & City Cou cil APPROVAL: Henry Garcia, City Manage FROM: Tom Hendrix, Fire Chief SUBJECT: Consider Approval of a Joint Training Partnership Act (JTPA) Reimbursement Contract for New Employee Hiring and Training As Administered By Orange County. DATE: June 17, 1999 BACKGROUND: Military base closures around the nation have resulted in the lay-off of many civilian employees. To assist these employees in finding new jobs, the federal government has made job training and hiring assistance grants available through the Joint Training Partnership Act (JTPA). DISCUSSION/ANALYSIS: On April 2, 1999, the Fire Department hired a firefighter -medic who previously worked as a firefighter at Marine Corp Air Station EI Toro. The closure of EI Toro qualified the City for a JTPA grant, which will provide reimbursement for expenditures associated with his hiring process, equipment, and training. The following is a breakdown of expenditures being reimbursed through this Program: ✓ Pre-employment Services (Testing, and physical, etc.) $ 358.00 ✓ Training Costs (Books, fees, uniforms, and equipment) $ 1,920.00 ✓ Firefighter Academy/Orientation Training $ 7,722.00 TOTAL $10,000.00 Academy training consists of the standard probationary training program which all Colton firefighters complete during their first year of employment. Exhibits A and B detail the portions of this contract which apply specifically to the training and placement of this firefighter. JTPA grant funds are administered by the State through service delivery areas, which in this case is Orange County. Reimbursement funds may be paid by invoice on a monthly basis; however, we have requested one lump sum payment at the end of the one year training period. The City Attorney has reviewed and approved the attached contract. Item # 13
