CLARKE, UTILITY DIRECTOR " R "000*' <br />SUBJECT: SET A PUBLIC HEARING FOR JULY 20, 1999 TO ADOPT A <br />RESOLUTION AMENDING THE BASIC FEE FOR STORMWATER <br />MANAGEMENT AND THE STORMWATER MANAGEMENT FEE. <br />DATE: JUNE 24. 1999 <br />BACKGROUND: <br />In October, 1990 the County of San Bernardino, Flood Control District was issued a five <br />year NPDES Stormwater Permit, with 16 incorporated cities as co -permittees. On <br />October 4, 1994, Council approved the City's participation in a County -wide NPDES <br />Stormwater Assessment. The five year permit took effect in October, 1995 and will end <br />in October, 2000. <br />DISCUSSION/ANALYSIS: <br />There is no increase in the Basic Fee for Stormwater Management and the Stormwater <br />Management Charge. Land owners, who have not changed their property usage, will <br />not receive an increase over previous three years' charges. The proposed amendment <br />affects only the vacant parcels that have been developed, or have new designated land <br />use groups. The fees collected this year will fund the first year of the two-year budget <br />which includes the City's operational costs for street sweeping, storm drain cleaning, <br />roadway maintenance and litter control. <br />FINANCIAL IMPACT: <br />The cost to the City's residential and commercial land owners is the same as previous <br />years. The revenue is used to fund the City's NPDES Stormwater Program, as <br />mandated by Federal and State regulations. Without the stormwater charges, the <br />General Fund will have to cover the costs for the on-going Stormwater Program (FY99- <br />00 $788,425 and FY00-01 $735,779). <br />RECOMMENDATIONS: <br />Staff recommends that the Council set a public hearing for July 20, 1999 to adopt a <br />Resolution Amending the Basic Fee for Stormwater Management and the Stormwater <br />Management Fee. <br />Report Prepared By: Lorraine June <br />Page 1 of 1 Item # 15 <br />
