CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of July 20, 1999 <br />TO: HONORABLE MAYOR AND CITY CIL <br />APPROVAL: HENRY T. GARCIA, CITY MANAGE <br />FROM: DAVID MICHAEL DAVIS, CITY LIBRARIAN'AO <br />SUBJECT: AUTHORIZATION TO ACCEPT AN ADDITIONAL $3,500 in <br />"LOCAL ASSISTANCE FUNDS" AND AMEND THE ADOPTED <br />BUDGET FOR A TOTAL FY 99/2000 APPROPRIATION OF $7,247 <br />DATE: JULY 1, 1999 <br />BACKGROUND: The Colton Public Library anticipated $3,747 in revenue from <br />the "Local Assistance Funds" for FY 99/2000. This amount was included in the <br />City's adopted budget for FY 99/2001. However, the California Department of <br />Education has approved an additional $3,500 in funding for the library's adult <br />literacy program. These grant funds are to be used to purchase the supplies and <br />equipment needed to assist with increased federal reporting requirements. <br />DISCUSSION/ANALYSIS: The Colton Public Library recognizes that a <br />continuing demand exists for one-to-one instruction in basic reading and writing <br />skills for adults. According to the California Department of Education, more than <br />20% of the adult population 16 years and older cannot read. This is the <br />population that the Colton Public Library's literacy program seeks to serve. <br />ALTERNATIVES: Without such grant funding, a literacy program of such <br />dimensions could only otherwise be continued with the Citty�'s- /general fund. <br />FINANCIAL IMPACT: No cost to City.A(k%�!�('L <br />David Michael Davis, City Librarian <br />RECOMMENDATION: Staff recommends that Council accept an additional <br />$3,500 in "Local Assistance Funds" and approve the resolution amending the <br />adopted budget for a total FY 99/2000 appropriation of $7,247. <br />PAGE 1 OF 1 <br />Item #13 <br />
