Clarke, Utility DirectoC1 <br />SUBJECT: Establish One New Full Time Position, Approval of Salary Resolution, Approval <br />for Recruitment, and Ratification for Appointment of Engineering/GIS <br />Technician for the Electric Utility Department <br />DATE: March 9,1999 <br />BACKGROUND: A GIS, or Geographic Information System, is a collection of hardware and software that is used to <br />organize information that has an important relationship to some geographic point in the City. Since 1995, the City has <br />been steadily irnplementting such a system through its Utility Department. Parcel information is now available on the <br />City Intranet, and digital orthophotographic imagery (a highly accurate form of aerial photograph) is now also available <br />on request. Delitverablcs, primarily in the form of specialized maps, are in increasing demand by the City Council and <br />Other Departments.. <br />DISCUSSION/ANAUI(SIS: The City's GIS implementation has been largely the work of a single employee, our <br />Electrical Systems Engineer, Michelle Pierce-Borello. The implementation is about to transition from the design phase <br />to what is called the data -conversion phase - where paper data in large amounts is transferred to computer storage. Once <br />the conversion has been completed, the GIS is capable of producing a wide variety of reports. The Utility Department <br />anticipates That the demand for deliverables will likewise increase. The proposed position is capable of assisting with the <br />conversion and production of these deliverables at a lower cost than the salary for the Electrical Systems Engineer. The <br />Utility Department would like to increase the amount of time the Engineer spends on the classical electrical distribution <br />system engineering for which she has trained and been hired. <br />The Job description and salary range for the new position has been developed, prepared and approved by the Human <br />Resource Director. <br />FINANCIAL IWACT. No financial impact is expected due to a new vacancy in the Utility Administration Division <br />(Utility Financial Analyst) which provides sufficient savings to cover the cost of the position in the current year. The <br />necessary time for recruitment also means the current FY impact on the budget will be minimal. The position shall be <br />budgeted in the Engineering Division for FY 1999-2000, <br />RECOMMENDATION: That the Mayor and City Council approve the request for the new position of <br />EngineeringlGIS Technician with approval for recruitment and ratification for appointment as recommended by the <br />Human Resource Director. <br />Prepared by: Timothy C.
