CLARKE, UTILITY DIRECTOR-;�y s�`� ✓ <br />SUBJECT: ADOPT THE ATTACHED RESOLUTION TO DECLARE THAT EMERGENCY <br />CONDITIONS EXISTED AT WELL #15, DELEGATING AUTHORITY TO THE UTILITY <br />DIRECTOR TO ORDER ACTIONS REQUIRED AND AUTHORIZE PAYMENT IN AN <br />AMOUNT NOT -TO -EXCEED $50,000 TO TRI -COUNTY PUMP COMPANY FOR THE <br />REPAIRS TO THE WELL <br />DATE: APRIL 10, 2000 <br />BACKGROUND: <br />Each fiscal year, the Water Department obtains a term purchase order to Tri -County Pump Company for <br />minor repairs to the water system. The purchase order repairs cannot exceed $5,000 per each repair, up <br />to a total of $15,000. Well #15 (Well) is one of the City's water -producing wells. The Well is essential in <br />the Water Department's ability to provide adequate water and fire flows to the Western Zone, which <br />serves customers in the Downtown area, from the ATSF tracks west to Pepper Avenue. <br />DISCUSSION/ANALYSIS: <br />On March 16, 2000 the Well stopped pumping water. A quote was obtained from Tri County Pump <br />Company for pulling and inspection of the Well in the amount of $3,100. The cost for pulling the Well <br />increased due to the need to video tape the inside of the Well to determine if the casing could withstand <br />wire brushing. A new quote in the amount of $5,990 for pulling and inspecting the Well was received on <br />March 30, 2000 and was approved by the Utility Director. In addition an estimated quote for repairing the <br />Well was also received. The Utility Director approved the emergency repairs to begin as soon as it is <br />pulled. <br />Section 22050 of the Public Contract Code allows the Council to pass a resolution by a four-fifths vote of <br />its membership declaring that emergency conditions existed and delegating authority to order actions <br />required by that emergency without giving notice for bids to let contracts. <br />FINANCIAL IMPACT: <br />The FY99-00 Water Budget includes sufficient funds in the Capital Improvements - Well Repairs Account <br />No. 521-8100-8105-3890 to cover the cost of repairs. <br />RECOMMENDATION: <br />Staff recommends that Council ratify and adopt the attached Resolution Declaring Emergency Conditions <br />at Well #15, the delegating authority to the Utility Director to order actions required, and authorize <br />payment in an amount not -to -exceed $50,000 to Tri County Pump Company for the repairs to the Well. <br />Report Prepared By: Lorraine June <br />ccwell#15repairs <br />Page 1 of 1 Item #20 <br />
