CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF FEBRUARY 8, 2000 <br />TO: Honorable Mayor and City Council / <br />APPROVAL: LHe. Garcia, Cit anager 11 <br />FROM: m u y bevelopment Director <br />SUBJECT: One -Stop Permitting Center, Proposed Sign Ordinance Amendment and <br />The Rental Housing Inspection Program <br />DATE: February 3, 2000 <br />As you know, the one-stop permitting center has been operating on a modified basis since <br />mid-September 1999. <br />The goals of the one-stop permitting center are to provide: <br />• Improved coordination among City staff <br />• Streamlined permitting procedures <br />• Computerized land use and building information through the permit tracking system at a <br />centralized location <br />• Coordinated customer contacts with appropriate staff <br />• Define timeframes for plan check turnaround <br />• Substitute parallel for sequential processes <br />• Multilingual translation service <br />• Early communication of permit requirements, recognizing the relationship between permit <br />processing and economic development, saving the customers time and money. <br />Although the one-stop permitting center has been available for some time, as I have informed <br />you, staffing from other departments and/or divisions has been inconsistent and sporadic with <br />the exceptions of the Water and Fire Departments. However, the Fire Department's <br />representative is the Fire Safety Specialist not the Fire Marshal, who is that department's staff <br />responsible for reviewing plans for fire code requirements. Although the Fire Marshal is not <br />physically located in the one-stop during one-stop hours, he has made himself available either <br />by pager or phone. <br />It is both my opinion and the opinion of the plan check coordinator who is also responsible for <br />building permit issuance, that in order to implement the goals behind the concept of the <br />creation of the one-stop permitting center that our Council approved, it is imperative that the <br />appropriate staff responsible for plan review and approval from each Department/Division be <br />present at the one-stop permitting center during the designated hours to serve the public. <br />Should there not be customers seeking information, that period of time should be utilized <br />performing plan checking or any other job related duties. <br />
