Kenny, Director of Parks, Recreation & Family <br />Services <br />SUBJECT: Request To Negotiate The Expansion Of The Existing Contract <br />For Architectural Services With Gary Miller And Associates <br />For The Study And Design Of Additional & Renovated <br />Park Restrooms, Amenities And The Colton Avenue Bikeway. <br />DATE: May 30, 2000 <br />On November 23, 1999, the City of Colton entered into an agreement with the architectural firm <br />of Gary W. Miller, and Associates, for the design of a restroom facility in Cesar Chavez Park. <br />Groundbreaking for that restroom is scheduled for August of this year. The City currently has <br />funding available for park restroom and amenity projects and for the proposed Colton Avenue <br />Bikeway. Because Gary Miller and Associates have designed other City facilities, continuation <br />of their services is important to maintain a consistent architectural style throughout the <br />community. <br />DISCUSSION/ANALYSIS: <br />Initially, a complete architectural study is required to assess the status of park restrooms and <br />amenities, and the Colton Avenue Bikeway. The study would provide a recommendation to build <br />or renovate restrooms and amenities, a conceptual design for the Bikeway, a scope of services <br />and proposed costs for each project. The study and projects would become a part of the City's <br />proposed Park Master Plan. Upon completion of negotiations with Gary Miller & Associates <br />concerning the expansion of their contract, staff would return to the City Council for approval. <br />FINANCIAL IMPACT: <br />Funding for a study, any proposed park restroom and amenity projects and the Bikeway would <br />come from various accounts. They include the City's Redevelopment Agency, (Santa Ana River <br />Project, 877-9150-9150-3890 and Mt. Vernon Bond Proceeds, 882-9250-9250-3890), the Park <br />Development Fund, (248-6950-6953-3890) and the County Medical Center Memorandum of <br />Understanding, (457-6850-6862-3890). <br />ENVIRONMENTAL IMPACT: <br />None. <br />RECOMMENDATION: <br />Staff recommends that the City Council authorize staff to negotiate the expansion of the existing <br />contract with Gary Miller & Associates for the a study of park restrooms and amenities, design <br />services, a conceptual design for the proposed Colton Bikeway, a scope of services and proposed <br />costs for the completion of each project. <br />Item # 8 <br />
