10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />ORDINANCE NO. 0-02-00 <br />AN ORDINANCE OF THE CITY COUNCIL <br />OF THE CITY OF COLTON ACCEPTING THE <br />CAPITAL INFRASTRUCTURE STUDY, <br />ENACTING DEVELOPMENT IMPACT FEES <br />TO FINANCE PUBLIC FACILITIES, <br />AND ADOPTING A NEGATIVE DECLARATION <br />WHEREAS, the City Council of the City of Colton recognizes the need to finance <br />adequate public facilities made necessary by the impacts of new development and <br />WHEREAS, the findings set out below, are based on a document prepared by City staff <br />and Topping Jaquess Consultants, Inc. entitled "Capital Infrastructure Study" (the "Study") dated <br />November, 1997 and <br />WHEREAS, the Study identifies public facilities anticipated to be needed, compares the <br />facilities anticipated to be needed with current facilities, identifies current deficiencies in public <br />facilities to assure that development fees are not charged to mitigate existing deficiencies not <br />attributable to future development, determines the types of developments to which fees will be <br />applied, determines the costs of the needed facilities (including administration and fmancing costs) <br />and determines the amount of fees to be imposed upon development to fund the type of public <br />facility created by development impacts; and <br />WHEREAS, the findings set out below relating to traffic fees are based on a document <br />prepared by the traffic engineering firm Mohle, Grover and Associates in 1993, and revised and <br />updated by City staff in 1999 (collectively "the Mohle-Grover Study"). <br />WHEREAS, detailed descriptions of each of the public facilities created by the impacts <br />development and their estimated costs are set forth in the Study and the Mohle-Grover Study, <br />which are on file in the City Clerk's office; and <br />Item #5 <br />
