Ki y sqAare o <br />Director Subject: Program Su ple e t <br />Access Alternative uel and Pa <br />Date: November 20, 2001 <br />City Council <br />Manager/Acting Public Works <br />Federal -Aid Projects for the Public <br />e Facility <br />On March 1, 2000, the City of Colton executed an agreement with San Bernardino Association <br />Governments (Sanbag) for the design and construction of a one stop alternative fuel park and ride <br />project. Located at the Sperry Drive exit from Interstate 10, Sanbag awarded the City Congestion <br />Mitigation Air Quality (CMAQ) funding for $549,500 for this project. As the title Indicates, the project site <br />as a Park and Ride component. <br />Recently the City of Colton received notice the Park and Ride component of this project received funding <br />separate and distinct from the alternative fuel portion of the project. In order to receive this additional <br />funding it is necessary to execute a Program Supplement with State of California, Department of <br />Transportation. Once executed the State incorporates the Program Supplement into the Local Agency - <br />State Agreement for Federal Aid that the City originally executed with the state on November 6, 1981. <br />The Program Supplement includes two new covenants that allow any funding for future phases of this <br />project be encumbered upon approval of the "Request for Authorization" and finance letter. However, <br />this does not change the fact the City must received an Authorization to Proceed prior to initiating the <br />project and obligating any projects. What this does state from CatTrans point of view is that the funds <br />once encumbered are obligated to specific projects instead of waiting to encumber the funds as the <br />respective cities request reimbursements. <br />The estimated total cost of this portion of the project Is $30,000. The State funded $26,560 of the <br />project leaving a local match of $3,440. The City plans at this time to fund the match for this project <br />from the General Fund, account number 100-6150-6160-2301. <br />ENVIRONMENTAL IMPACT <br />There are no environmental Impacts associated with the execution of the Agreement. <br />RECOMMENDATION <br />Staff recommends that Council accept and adopt the Resolution authorizing the execution of the Program <br />Supplement and authorizing the City Manager to execute any and all documents necessary for the <br />submission of the Agreement and implementation of the project. <br />Attachment: Resolution <br />
