Item #10
CITY OF COLTON
AGENDA REPORT
FOR CITY COUNCIL MEETING OF DECEMBER 4, 2001
TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS
FROM: DILU DE ALWIS, FINANCE DIRECTOR WK
SUBJECT: APPROVE SOLE SOURCE PURCHASE OF LATERAL SEWER LINE
VIDEO EQUIPMENT FOR THE WASTEWATER TREATMENT PLANT
TO CUES IN THE AMOUNT OF $54,663.75.
DATE: NOVEMBER 26, 2001
On September 21, 1993, the City's Purchasing Division solicited competitive bids for the purchase of a Multi Conductor,
Color Television inspection System used for the inspection of large underground sewer and water pipelines for the
Water/Wastewater Utility Department. The Bid was awarded to Cues in the amount of $27,691.75. On January 19, 1999,
the City Council approved the sole source purchase of a Tilt Camera and Transporter Pan used for viewing storm drains
and sewer lines to cues in the amount of $23,543.38. City staff is now in need of a lateral sewer line camera, which is
compatible with its existing Cues equipment.
DISCUSSION/ ANALYSIS
The Wastewater Division has had several instances when the need to inspect sewer laterals of a city customer has
arisen. The equipment the Division currently has cannot make the transition from the sewer main to the sewer lateral. The
inspection of the sewer lateral with this equipment can allow City staff to determine the cause of a blockage or a problem
at the lateral without staff manually digging and taking apart the sewer main. Cues, is the only vendor which manufactures
a sewer line camera which is capable of transitioning to the lateral and which is compatible with the city's existing
equipment. Staff confirmed this fact with another vendor, which manufactures similar equipment. Cues have submitted a
formal quote for the purchase of the needed Lateral and Mainline Camera Inspection System. Although Cues' system is
capable of mainline work, its primary function will be to work with the city's existing equipment in the lateral environment..
FINANCIAL IMPACT
Funds are approved and available in the FY 01/02 budget, Wastewater Miscellaneous Equipment account number
522-8200-8200-4930
ENVIRONMENTAL IMPACT
None
Staff recommends award to Cues as a sole source for the purchase of a Lateral and Mainline Camera Inspection System
in the amount $54,663.75.
REVIEW TEA Y
City Attorney / Finance Director:
City Manager: OTHER:
Report Prepared By: Nicole Mihld, Buyer
