Ki I , is n to t e ty Manager/Acting Public Works <br />Director <br />FROM: James King, Pu I' Works Eng' ring Supervisor <br />SUBJECT: Approve and adopt the authorizing resolution for submittal of Projects for <br />2001/2002 to 2007/2008 Regional Transportation Improvement Program <br />to San Bernardino Associated Governments <br />DATE: November 23, 2001 <br />BACKGROUND: <br />The San Bernardino Associated Governments, (SANBAG) has requested the submittal of <br />projects proposed for inclusion in the 2001/2002 to 2007/2008 Regional Transportation <br />Improvement Program (RTIP). <br />As part of the update system for the 2001/2002 to 2007/2008 Regional Transportation <br />Improvement Program, each project submitted must be regionally significant and involve <br />Federal Funds. The RTIP Program was developed to promote network planning among various <br />public agencies. In order for a project to be eligible for Federal -Aid Funds, it must be included <br />in the current RTIP. The Federal Highway Administration reviews the proposed RTIP to ensure <br />that it is fiscally constrained. <br />DISCUSSION: <br />Staff catalogued and reviewed twenty projects to propose for inclusion in the new 2001/2002 to <br />2007/2008 RTIP. Staff insured all grant funded joint projects were included in the new RTIP. <br />Attached is a list of projects for reference. It is important to note, based on the City's capital <br />improvement budget and the financial guideline constraints of the RTIP, the largest majority of <br />the projects are posed for future construction after the third year of the RTIP. This change in <br />timeline does not restrict the City from entering into agreements or completing the projects prior <br />to the timelines. What the extensions allows is the City to secure potential funding from other <br />revenue sources to construct the project improvements instead of having to find local monies to <br />implement the improvements. By moving the completion dates the Council is able to adopt a <br />financially constrained RTIP and adopt the enclosed resolution. The individual project forms <br />are available for review. In order to add projects to the RTIP, it is necessary for the City Council <br />to adopt a Resolution authorizing the submittal of projects for 2001/2002 to 2007/2008 Regional <br />Transportation Improvement Program. <br />FINANCIAL IMPACT: <br />There is no significant financial impact to the City, in as much as the purpose of this action is to <br />establish an eligibility list of projects for the 2001/2002 to 2007/2008 Regional Transportation <br />Improvement Program. However, the City of Colton, by resolution, certifies that the City will <br />allocate the necessary local match funds contained within the project to carry out any federally <br />approved project. The document before you is financially constrained and consistent with <br />SANBAG's guidelines and the City of Colton's adopted two-year budget. <br />
