CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF NOVEMBER 20, 2001 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />Item #14 <br />FROM: DILU DE ALWIS, FINANCE DIRECTOR W <br />SUBJECT: AWARD A CONTRACT TO MOTOROLA COMMUNICATIONS AND <br />ELECTRONICS INC., WESTERN DIVISION FOR THE PURCHASE OF RADIO <br />EQUIPMENT AND ACCESSORIES FOR THE POLICE DEPARTMENT IN THE <br />AMOUNT OF $27,390.79 <br />DATE: <br />BACKGROUND: <br />1 cw- y 031:I0;i:l�IC1I1 <br />The Federal Government awarded the City of Colton Police Department a Local Law Enforcement Block Grant <br />(LLEBG). At the Council meeting of October 2, 2001, the City Council approved the acceptance of this grant and the <br />Police Department's proposed expenditures. One of the expenditures proposed was to replace old and broken handheld <br />800 MHz Motorola Radios. The purchase of these radios will allow the Police Department to provide the citizens with <br />better customer service in the area of public safety. <br />ANALYSIS/DISCUSSION: <br />At the City Council meeting of June 10, 2001, the City Council awarded a bid for 800 MHz radio equipment to <br />Motorola Communications, Inc. These radios were also purchased with funds from a grant, but only replaced a <br />portion of the old and broken handheld 800 MHz radios. Motorola Communications, Inc. has agreed to extend the <br />prices from this bid to the purchase of additional radios. Staff is recommending that we piggyback onto our bid of <br />May 21, 2001, and award a contract to Motorola Communications & Electronics, Inc, Western Division for the <br />purchase of this radio equipment. Colton Municipal Code Section 3.08.140 authorizes such purchases without <br />competitive bidding when the public interest would not be served by a competitive process. Staff believes the <br />public interest would not be served by a lengthy competitive process, since the competitive process by which <br />Motorola's bid was submitted was recent (June 10, 2001) and bids would likely be very similar at this time. <br />ENVIRONMENTAL IMPACT: <br />None <br />FISCAL IMPACT: <br />Funds have been approved for this purchase in LLEBG Grant account number 100-6070-6081-4390. <br />RECOMMENDATION: <br />Staff recommends the City Council authorize this purchase without competitive bidding pursuant to CMC Section <br />3.08.140 and award a contract to Motorola Communications and Electronics Inc., Western Division in the amount <br />of $27,390.79. <br />Attachment: None <br />REVIEW TEAM ONLY 777 <br />City AttorneyFinance Director: - City <br />Manager: OTHER: <br />
