Delgado, Human Resources Manager 1A <br />SUBJECT: Amend Agency's Contract To Provide Fourth Level Of 1959 Survivor Benefits <br />to Miscellaneous Members specifically General Unit And Mid -Manager Unit; <br />Approve Resolution Of Intention and Waive First Reading and Pass First <br />Reading of Applicable Ordinance <br />DATE: September 24, 2001 <br />BACKGROUND: <br />Recently negotiated labor agreements allow modification of the Memoranda of Understanding for <br />the General Unit and Mid -Manager Unit to provide CAPERS Fourth Level of 1959 Survivor <br />Benefits for local miscellaneous employees. This program provides a higher level of benefits to <br />survivors of a member who dies prior to retirement. <br />ANALYSIS/DISCUSSION: <br />Tonight's City Council action will initiate the process to amend the existing contract with the <br />California Retirement System to provide Government Code Section 21574 (Fourth Level of 1959 <br />Survivor Benefits) for local miscellaneous members, specifically eligible members of the General <br />Unit and eligible members of the Mid -manager Unit. <br />Government Code Section 7507 requires that the future annual costs of the proposed contract <br />amendment be announced at a public meeting: <br />"The employer normal costs rate for the Fourth Level of 1959 Survivor Benefits is <br />$5.00 per month, per covered member. (Subject to annual change.) Agencies will <br />be billed annually and payments may vary depending on the funding reserve level of <br />the pool. In addition, members covered by the 1959 Survivor Benefits contribute <br />$2.00 per month." <br />Following the adoption of the Resolution of Intention, an election will be conducted to allow each <br />current member to elect whether to be covered or not. Eligible members will receive a ballot along <br />with a copy of a "Summary of Provisions Fourth Level of 1959 Survivor Benefits Government <br />Code Section 21574."
