Item #4 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF October 2, 2001 <br />TO: Honorable Mayor and City Council <br />FROM: City Attorney <br />SUBJECT: Redistricting Ordinance <br />DATE: September 24, 2001 <br />BACKGROUND: <br />Election of City Council members by districts was initiated in 1992 with the adoption of <br />Ordinance No. 0-3A-92. Since 1992, no boundary modifications have occurred to the <br />six electoral districts. <br />The results of the 2000 Census Data were released in March 2001. As a result, the City <br />Council requested that the City Attorney research the legal issues related to federal and <br />state redistricting laws as well as provide guidance as to how to begin the redistricting <br />process. <br />Since March, the City Attorney and City staff have met several times to discuss the <br />results of the Census 2000 data, the City's legal obligations under redistricting laws, and <br />the City's options regarding the redistricting process. <br />During the August 14, 2001 City Council Meeting, the City Council directed the <br />Redistricting Team to move forward with the redistricting process. As a result, Michelle <br />Pierce, from the City's Utility Department, prepared four redistricting plans for a six - <br />district electoral system. <br />During the September 18, 2001 City Council Meeting, the City Council voted to adopt a <br />redistricting plan, titled "Scenario #3." <br />DISCUSSION/ANALYSIS: <br />California Elections Code section 21601 requires boundaries of council districts to be <br />adjusted following the year in which each decennial federal census is taken so that <br />districts are "nearly equal in population" and comply with applicable provisions of the <br />Voting Rights Act. <br />RVPUBWYC\619850 <br />
