CITY OF COLTON <br />AGENDA REPORT <br />FOR CITY COUNCIL MEETING OF OCTOBER 2, 2001 <br />Item #11 <br />To: Honorable Mayor and Members of the City Council <br />Approval: Daryl J. Kivley, Assistant to the City Manager/Acting Public Works Dir <br />Subject: Authorization to Submit Grant Application to the California gy <br />Commission <br />Date: September 24, 2001 <br />On March 1, 2000, the City of Colton executed an agreement with San Bernardino Association <br />Governments (Sanbag) for the design and construction of a one stop alternative fuel park and ride <br />project. Located at the Sperry Drive exit from Interstate 10, Sanbag awarded the City Congestion <br />Mitigation Air Quality (CMAQ) funding for $549,500 for this project. At the time of grant submission, staff <br />believed the construction estimates were accurate. Subsequent to the award, staff toured multiple <br />facilities in Las Vegas, Nevada and Victorville, California and learned the original construction estimates <br />are low. <br />In October 2000, California Energy Commission issued its first Call for Projects. The goal of the program <br />is to provide cost -share assistance for Alternative Fuel Vehicle fueling facility projects within California. <br />The funding will offset capital investment costs with the result of providing conveniently located and <br />competitively price alternative fuel. Applicants must be either private entities or public agencies who will <br />own and operate the equipment. Public Agencies include cities, counties, school districts, special districts, <br />universities, colleges and state agencies. <br />The CEC issued its second round of funding Call for Projects during the month of September 2001. The <br />grant funds requested are only for storage, dispensing, and/or electronic point-of-sale equipment at the <br />designated fueling facilities. Eligible fuels are all non -petroleum-based fuels including, but not limited to, <br />natural gas, alcohol fuels and hydrogen fuel in fuel cell applications. Electric vehicle charging stations are <br />not eligible under this grant. <br />The requested funding amount may not exceed $250,000. The funds, if selected, are available on a <br />reimbursement basis. Grant funds may not supplant previously budgeted funds for the project. The <br />application and all support documents are due no later that Friday, October 26, 2001. <br />FINANCIAL IMPACT <br />There are no financial impacts associated with this application for grant funding. Based on the Call for <br />Projects information the City is proposing to use the CMAQ funding received for this project to meet any <br />match requirement. The CMAQ funds are an allowable match. <br />ENVIRONMENTAL IMPACT <br />There are no environmental impacts associated with the adoption of the resolution. At the time of project <br />design, the City will complete the appropriate and necessary environment documents for the project. <br />
