DELGADO, Human Resources Manager <br />Item #9 <br />SUBJECT: Request Recruitment and Ratification of Employee Appointment to the Full <br />Time Position of Director of Water and Wastewater Operations <br />DATE: October 9, 2001 <br />BACKGROUND: <br />Currently, the City's Electric Utility and Water/Wastewater operations are combined in the <br />Utility Department. As a result of reorganization, the City's Electric Utility and <br />Water/Wastewater operations will be bifurcated, and there is a need to reinstate the position <br />known as Director of Water and Wastewater Operations. Attached is a draft of the job <br />description and the salary range is $6,856 - $8,333 per month. <br />ANALYSIS/DISCUSSION: <br />For many years, the City of Colton had both an Electric Utility Director and a <br />Water/Wastewater Director. In 1996, as a result of fiscal constraints, the utilities were <br />combined under one department with one director. <br />Acknowledging the impact of the State's energy crises and the increasing separate disciplines <br />associated with electric, water and wastewater utilities, it is once again necessary to separate the <br />utilities and appoint a Director of Water and Wastewater Operations. It is anticipated that the <br />bifurcation of the utilities will allow the Electric Utility Director to better follow the City <br />Council's directive to find more energy and to ensure that the City's electric utility will continue <br />to provide the service expected by the community. <br />Furthermore, with the heightened focus on the water industry in California and the challenges <br />ahead, a separate focus on our water and wastewater operations is highly desirable. <br />ENVIRONMENTAL IMPACT: <br />No applicable <br />FISCAL IMPACT: <br />The salary and benefits for the Director of Water and Wastewater Operations is included in the <br />2001/02 and the 2002/03 FY budget and will be charged to account number 521-8300-8300-1010 <br />(Salaries), 521-8300-8300-11W (Related Benefits) and allocated equally to Wastewater Utility to <br />GMci PwmlM%Docwi wdmt gendaNdg were cirtna.d <br />
