CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF SEPTEMBER 18, 2001 <br />TO: Honorable Mayor and City Co cil Members <br />APPROVAL: Daryl Parrish, City Manage <br />FROM: City Attorney <br />SUBJECT: Ordinance Establishing Gift Limitations and Disclosure <br />Requirements Ordinance Establishing Gift Limitations and <br />Disclosure Requirements <br />DATE: <br />BACKGROUND: <br />September 12, 2001 <br />Item #3 <br />On September 4, 2001, the City Council directed staff to gather information concerning <br />the City Council's ability to establish local gift limitations. Additionally, the City Council <br />discussed having the agenda for each City Council meeting structured such that it would <br />include a list of all of the individuals and businesses that would be involved in any <br />decision before the City Council at that meeting. <br />DISCUSSION/ANALYSIS: <br />As directed, the City Attorney has drafted the attached ordinance amending the Colton <br />Municipal Code to establish local gift limitations and disclosure requirements. This <br />ordinance essentially amends the Political Reform Act to reduce the limitation on gifts <br />from $320 to $200. <br />This ordinance would also require any Council member who has received a gift or gifts <br />valued at $50 or more from an individual or entity that has a matter pending before the <br />City Council to disclose that fact prior to rendering a decision in that matter. In order to <br />facilitate this disclosure, this ordinance would require City staff to include a section in <br />each City Council meeting agenda that lists all of the individuals or entities that have <br />items on the agenda. <br />ALTERNATIVES: <br />Adopt Ordinance. <br />2.
