CITY OF COLTON AGENDA REPORT Council Meeting of April 2, 2002 Honorable Mayor and Council Members FROM: Daryl J. Parrish, City Manager Item #5 SUBJECT: Approve a Resolution to Authorize the Placement of Stop Signs at the Intersection of Olive Street and Second Street for Each Direction of Traffic Traveling along Olive Street DATE: March 14, 2002 BACKGROUND: Recently, several residents residing in Councilmanic District 2 and Councilmanic District 4 have contacted their Council representatives to request that stop signs be placed on Olive Street approaching Second Street from the west and the east. The traffic committee recently reviewed this request and made the determination that the location did not meet the established warrants for the placement of traffic control devices. The location submitted for your consideration is located adjacent to the Grant Elementary School. Students attending the school when walking to and from school often pass this intersection, where motorists have been noted to drive too fast according to the residents who have contacted both the Council Member and City staff. DISCUSSION/ANALYSIS: While this location may not meet the requirements of the warrant analysis for stop signs, there have been traffic behavioral patterns noticed at the location that justifies our reasoning for bringing this request before the City Council. These behavioral patterns are as follows: Grant Elementary School is located on Olive Street. Traffic on Olive Street has been noted to travel at speeds higher than those that are appropriate for a residential street. When children and other pedestrians (including bicycles) are in the area, traffic traveling at these speeds potentially creates a dangerous condition. The placement of stop signs at this location would mitigate this situation by stopping traffic on Olive Street as it approaches Second Street from the west and the east. ENVIRONMENTAL IMPACT: None FISCAL IMPACT: There will be nominal costs associated with the placement and maintenance of stop signs at the location specified in this request. Additionally, there will be nominal costs and staff time associated with the process of providing advance notice to motorists travelling through the Olive/Second Street area stop signs will be placed at this location.
