Parrish, City Manager <br />Item #5 <br />SUBJECT: Approve a Resolution to Authorize the Placement of Stop Signs at <br />the Intersection of Olive Street and Second Street for Each Direction <br />of Traffic Traveling along Olive Street <br />DATE: March 14, 2002 <br />BACKGROUND: <br />Recently, several residents residing in Councilmanic District 2 and Councilmanic District <br />4 have contacted their Council representatives to request that stop signs be placed on <br />Olive Street approaching Second Street from the west and the east. The traffic <br />committee recently reviewed this request and made the determination that the location <br />did not meet the established warrants for the placement of traffic control devices. <br />The location submitted for your consideration is located adjacent to the Grant <br />Elementary School. Students attending the school when walking to and from school <br />often pass this intersection, where motorists have been noted to drive too fast according <br />to the residents who have contacted both the Council Member and City staff. <br />DISCUSSION/ANALYSIS: <br />While this location may not meet the requirements of the warrant analysis for stop signs, <br />there have been traffic behavioral patterns noticed at the location that justifies our <br />reasoning for bringing this request before the City Council. These behavioral patterns <br />are as follows: <br />Grant Elementary School is located on Olive Street. Traffic on Olive Street has been <br />noted to travel at speeds higher than those that are appropriate for a residential street. <br />When children and other pedestrians (including bicycles) are in the area, traffic traveling <br />at these speeds potentially creates a dangerous condition. The placement of stop signs <br />at this location would mitigate this situation by stopping traffic on Olive Street as it <br />approaches Second Street from the west and the east. <br />ENVIRONMENTAL IMPACT: <br />None <br />FISCAL IMPACT: <br />There will be nominal costs associated with the placement and maintenance of stop <br />signs at the location specified in this request. Additionally, there will be nominal costs <br />and staff time associated with the process of providing advance notice to motorists <br />travelling through the Olive/Second Street area stop signs will be placed at this location. <br />
