Zamora, Community Development Director <br />SUBJECT: Submittal of Community Development Block Grant (CDBG) Projects to <br />the County of San Bernardino for Eligibility and Qualification Review for <br />Funding from Fiscal Year 2003-2004 <br />DATE: November 20, 2002 <br />BACKGROUND: <br />The San Bernardino County Department of Economic and Community Development (ECD) is now <br />accepting Project Proposal Applications for funding consideration from the Community <br />Development Block Grant (CDBG) Program for Fiscal Year 2003-2004. Completed applications <br />must be submitted to ECD no later than December 11, 2002. <br />ANALYSIS/DISCUSSION: <br />Each Year, the City of Colton cooperates with the County ECD Department to apply and receive <br />federal CDBG funds. As part of the process, cooperating cities are required to submit proposed <br />projects to the County for eligibility and qualification review. A list of the proposed projects that <br />will be sent to the County is attached. Upon completion of the County's review, all eligible <br />proposals will be returned to the City for final funding prioritization by the City Council at one of <br />their meetings next February. <br />As part of the planning effort for the CDBG Program, the Community Development Department <br />sponsored community meetings on November 18 and November 20, to encourage participation by <br />very low and low income persons and to receive input on housing and community development <br />needs. <br />ALTERNATIVES: <br />The County ECD Department has indicated that project proposal applications must be submitted by <br />no later than December 11, 2002, in order to meet their schedule for the 2003-2004 CDBG <br />application process. Submittal of projects at a later date will delay the receipt of federal funds to <br />implement proposed projects. <br />FISCAL IMPACT: <br />The CDBG Program is operated on a reimbursement basis. The City will be required to expend <br />funds up front, however, the City will be reimbursed 100% for all eligible project costs. Staff was <br />
