CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of December 03, 2002 <br />TO: Honorable Mayor and City Council <br />FROM: Thomas K. Clarke, Electric Utility Director Kc_ <br />Item #9 <br />SUBJECT: Request approval to Distribute a RFP for Equipment to Reduce Costs to Heat the <br />Colton Community Center Swimming Pool <br />DATE: November 25, 2002 <br />BACKGROUND: <br />The Electric Utility is requesting approval to send out a Request for Proposal to design and install an efficient <br />energy system to help reduce the nearly $15,000 in natural gas costs to heat the Community Center Swimming <br />Pool. <br />DISCUSSION/ANALYSIS: <br />The Community Center Swimming Pool is used year round, and the pool requires water temperature of 82 <br />degrees. A pool heater is used from October through May to maintain temperature. The natural gas costs to heat <br />the pool are nearly $15,000 annually. There could be several options that could provide substantial savings to the <br />Community Center. One option is to combine heating and power generation, also called cogeneration, that uses <br />the waste heat from a gas feed electric generator to provide heat that can be used for various applications <br />including heating large swimming pools. The process may not actually use less natural gas. However, the value <br />of the electricity might be able to reduce total budding operating costs. Other options may involve a more efficient <br />heat system that could provide the same economic saving. The RFP will be to design and install a system that <br />will by combined generation of heat and power reduce the total energy costs of heating the Colton Community <br />Swimming Pool. <br />ALTERNATIVES: <br />None. The RFP will discuss the various options. <br />FINANCIAL IMPACT: <br />There is no financial impact with regards to the RFP. Upon review of respondents to the RFP, the Electric Utility <br />would return to Council with a recommendation and an analysis of the cost of the various options. If the selected <br />option qualifies, the energy saving improvements may be funded with Public Benefit Funds. <br />ENVIROMENTAL IMPACT: <br />None. <br />RECOMMENDATION: <br />Staff recommends approval to send out a Request for Proposal for cost-saving heating options for the Colton <br />Community Center swanning pool. <br />REVIEW TEAM ONLY <br />City Attorney: Finance Director: <br />City Manager: OTHER: <br />
