Item #20 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF DECEMBER 3, 2002 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER 4i3 <br />SUBJECT: AUTHORIZATION REQUEST TO SOLICIT PUBLIC BIDS FOR <br />CONSTRUCTION OF THE ELIZABETH DAVIS PARK RESTROOM <br />AND IMPROVEMENTS PROJECT <br />DATE: NOVEMBER 25, 2002 <br />BACKGROUND: <br />The Elizabeth (Davis ParkRestroom and Improvements Project, consists of the following improvements to <br />the Park: construction of a new restroom; installation of additional lighting and electric conduits; <br />new curb, sidewalks, handicap access, landscaping and irrigation; as well as the rehabilitation of <br />existing pavement areas. <br />The Plans, Contract Documents and Specifications, prepared by Garry Miller and Associates hic., <br />have been reviewed by staff for City of Colton standard requirements. The project has also been <br />reviewed for compliance with federal requirements and approved. <br />ANALYSIS/DISCUSSION: <br />The Elizabeth Davis Park&stroom andlmprovements Project is now ready for the public bidding process <br />which will be handled by the Engineering Department. During this time, every attempt will be <br />made by the Engineering Department staff to ensure a wide range of potential Bidders are reached <br />by the advertising process. The City will advertise in four (4) local newspapers and in several Plan <br />Houses where Contractors can view Plans, Specifications & Documents. <br />ENVIRONMENTAL IMPACT: <br />The proposed public improvements are Exempt under Section 15303. (New construction of small <br />structures) of the California Environmental Quality Act (CEQA). <br />FINANCIAL/FISCAL IMPACT: <br />The Project is being funded through Proposition 12 - Safe Neighborhood Parks, Clean Water, Clean <br />Air, and Coastal Protection Bond Act of 2000.
