Delgado, Human Resourceit <br />SUBJECT: Approve and Adopt Proposed Resolution Amending Consolidated Resolution <br />No.R-56-01 for the Mid -Manager Employees Unit and General Employees <br />unit <br />DATE: December 9. 2002 <br />BACKGROUND: <br />In upholding its agreement with employees in the General Unit and Mid -Manager Unit, the City <br />authorized Dembrowsky and Associates to conduct a compensation study. On August 21, 2001, the City <br />agreed to implement the results of the compensation study effective January 1, 2002. <br />ANALYSIS/DISCUSSION: <br />Consultant Andrea Dembrowsky, with support from the Human Resources Division, developed data <br />bases, assembled wage structures, organizational charts, existing City job descriptions, benefit program <br />components and lists of potential survey participants. The study was divided into two sections: The first <br />part encompassed the review and update of job descriptions covering 124 positions, for approximately 200 <br />study incumbents. <br />Five years had elapsed from the previous classification study and as a result there were a number of <br />requests for position reclassifications. In addition there were three formal requests for reclassifications <br />that joined this study. After analysis and evaluation of each request, the Consultant conferred with <br />Assistant City Manager Holliman and the Human Resources Manager for direction. In each instance, the <br />immediate supervisor and the appropriate department head provided input and authorized the <br />reclassifications. The proposed reclassifications can be found in Exhibit "A" of the proposed Resolution. <br />In certain areas, such as the Redevelopment Agency, it made sense to develop reclassification series, i. e., <br />Redevelopment Project Manager 1/11, with a promotional step to Redevelopment Senior Program <br />Manager. In the Finance Department, a reclassification was developed for the Buyer and Senior Buyer <br />positions; however, in this series, the Senior Buyer's minimum qualifications were expanded to include <br />the requirement for a Bachelor's degree. This was in keeping with the City Council's direction to <br />maintain formal education standards for management and professional level positions. <br />
