Clarke, Utilities Director <br />SUBJECT: Reject All Bids for Painting of High Voltage Substation Equipment <br />DATE: January 28, 2002 <br />BACKGROUND: <br />The Electric Department, Substation Division, has a requirement to paint high voltage equipment <br />(switch gear, various circuit breakers, and 20 MVA transformers) at the Hub substation. Funds <br />were approved in the FY 2001-2002 budget for this requirement. <br />DIS CUSSION/ANALYSIS: <br />On December 11, 2001, the Utilities Department issued a Request for Proposal for this <br />requirement. The Request For Proposal was advertised in the local paper on December 14 and <br />December 24, 2001. RFP packages were mailed to three vendors known to provide this type of <br />service. The Proposals were due at 3:30 P.M., January 8, 2002. <br />Two proposals were received, one from Transformer Coaters of America and one from QSC <br />Painting. Neither vendor provided the required bid security and the proposals were returned <br />"non-responsive'.
