Item #13 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF JANUARY 15, 2002 <br />TO: Honorable Mayor and City Council Members ` <br />FROM: R, Heusterberg, Chief of Poli <br />SUBJECT: Approval of the Citizen Option for Public Safety Grant (COPS) 2002 <br />DATE: December 19, 2001 <br />BACKGROUND: <br />The State of California, Department of Justice, is providing funds for the 2002 Citizen Option for <br />Public Safety Grant (COPS) 2002. This grant would provide funding to be used exclusively to <br />provide front line law enforcement services. The City of Colton is eligible to receive $100,011.60 <br />under this grant. There is no requirement of any matching funds for this grant. <br />ANALYSIS/DISCUSSION: <br />With the funds received through the COPS Grant, the Police Department intends to create a new <br />CSO (Community Service Officer) position. The CSO would be utilized in the Detective Division to <br />file criminal cases with the District Attorney and to coordinate evidence with the crime lab, which is <br />currently done by a detective, thus preventing the detective from working criminal cases. The <br />CSO position would start at the approximate salary of $30,909 a year, along with approximately <br />$11,550 a year in benefits. The grant allows for the grant funds to be spent over a two-year period <br />and subsequently would allow the CSO position to be funded for two years. The Department <br />would attempt to obtain an additional COPS Grant to extend the program. The position would be <br />tied directly to the grant. Should the grant expire with no renewal, so would the position. The use <br />of a non -sworn position such as the CSO to fulfill the above-mentioned duties allows for the sworn <br />officer (detective) to assist in further investigations of cases within the community. <br />ENVIRONMENTAL IMPACT: <br />None. <br />FISCAL IMPACT: <br />The state grant award provides a total of $100,011.60 for the grant period. There are no matching <br />funds required of this grant and there is no impact on the general fund. <br />
