FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: ADOPTION OF A RESOLUTION RESCINDING RESOLUTION NO. R-56-02 AND APPOINTING <br />COUNCIL MEMBER RAMON HERNANDEZ AND THE DIRECTOR OF WATER AND WASTEWATER <br />OPERATIONS, ERIC FRASER, TO SERVE ON THE BOARD OF DIRECTORS OF THE COLTON/SAN <br />BERNARDINO TREATMENT AND RECLAMATION AUTHORITY <br />DATE: June 24, 2002 <br />BACKGROUND <br />On May 7, 2002, Council adopted Resolution No. R-56-02 designating appointments to the Board of one of the <br />City recognized Intergovernmental Agencies, RIX Joint Powers Authority. <br />DISCUSSION/ANALYSIS <br />Resolution No. R-56-02 stated that "The Director of Water and Wastewater Operations will serve as an <br />Alternate for the designated Council Member ...". When the Resolution was forwarded to the RIX Authority <br />Board, they pointed out that representatives cannot be designated as Alternates. The City is to appoint two <br />individuals, one of whom is a member of the governing body. Therefore, we are submitting a revised <br />Resolution for approval to clarify the appointments of Council Member Ramon Hernandez and Eric Fraser, <br />Director of Water and Wastewater Operations, to comply with the Board's requirements. <br />FISCAL IMPACT <br />None. <br />ENVIRONMENTAL IMPACT <br />None. <br />Staff recommends that the Colton Utility Authority adopt the attached Resolution Appointing Council Member <br />Ramon Hernandez and the Director of Water and Wastewater Operations, Eric Fraser, to the Board of <br />Directors of the Colton/San Bernardino Treatment and Reclamation Authority. <br />REVIEW TEAM ONLY <br />City Attorney: St Finance Director: W <br />City Manager: Human Resource Manager: <br />Page 1 of 1 (w/Attachment) <br />
