Parrish, City Manager <br />SUBJECT: Resolution Expressing Support for H.R. 4654, the Protect Children from <br />Video Game Sex and Violence Act of 2002 <br />RESOLUTION NO. <br />DATE: July 9, 2002 <br />BACKGROUND: <br />On May 2, 2002, United States Congressional Representative Joe Baca introduced H.R. 4645, <br />the Protect Children from Video Game Sex and Violence Act of 2002. On June 11, 2002, <br />Congressional Representative Baca sent a letter to the City of Colton requesting that the City <br />support his legislation involving the sale or rental of video and computer games containing <br />sexually explicit and/or violent content to minors. <br />DISC USSION/ANALYSIS: <br />According to Mr. Baca, this legislation was introduced to establish consequences for retail <br />establishments who sell or rent video and/or computer games with sexually explicit and/or <br />violent content. The voluntary rating system established in 1994 has not been effective in <br />keeping these games out of the hands of children. According to a study conducted by the <br />Federal Trade Commission, seventy-eight percent of children between the ages of 13 and 16 <br />were able to purchase games intended for "mature" audiences as established (the voluntary <br />rating system) by the Entertainment Software Rating Systems Board. <br />This legislation, if passed into law, would impose penalties on those who sell or rent video <br />games containing certain sexual and/or violent content to minors. <br />FISCAL IMPACT: <br />No fiscal impact. <br />ENVIRONMENTAL IMPACT: <br />No environmental impact <br />RECOMMENDATION: <br />Staff recommends that the City Council approve the attached Resolution supporting H.R. 4645, <br />the Protect Children from Video Game Sex and Violence Act of 2002. <br />Attachments: Resolution <br />RE VIEW TEAM ONLY <br />City Attorney:::Pti!'
