Item #11 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR CITY COUNCIL MEETING OF JUNE 18,2002 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: DILU DIE ALWIS, FINANCE DIRECTOR <br />SUBJECT: AWARD A CONTRACT TO FOR SPLICING, TERMINATING & TESTING <br />FIBER OPTIC CABLE TO J. D. BRIGGS CO. IN THE AMOUNT OF $13,390 <br />DATE: JUNE 10, 2002 <br />BACKGROUND <br />Several of the City's outlying departments are connected to City Hall for telephone and computer network <br />services, using fiber optic cable. The departments include the City Yard, Civic Center Annex, Fire Station #1, <br />Library, Colton Community Center and Hutton Center. Staff would like to extend the fiber optic network to <br />include the RDA Building, Wastewater Treatment Facility and Fire Station #3. <br />To accomplish this the City of Colton Electric Department will hang fiber optic cable on the City's existing <br />electric poles to connect each of these locations to our existing fiber optic loop. The Electric Department does <br />not have the proper equipment to splice, terminate and test the fiber connections. Staff is requesting <br />authorization to solicit bids to splice, terminate and test the fiber optic cable. <br />At the City Council meeting of March 26, 2002, the City Council approved award of a contract to Avaya Inc. to <br />purchase telephone and computer network equipment to connect the new sites to our telephone PBX and the <br />City's computer network. Council also authorized staff to solicit bids for the splicing, terminating and testing of <br />the fiber optic cable. <br />DISCUSSION/ ANALYSIS <br />On May 28 & June 4, 2002, Purchasing solicited proposals for the splicing, terminating and testing of the fiber <br />optic cable. A pre -proposal conference was held on June 5, 2002, at the Corporate Yard Conference Room. <br />One vendor, J.D. Briggs Co. was present at the conference. The proposal due date was 10:00 a.m., June 10, <br />2002. No proposals were received. <br />Section 20166 of the Public Contract Code states that if there are no bids received, the legislative body may <br />have the project done without further complying with this chapter. Section 3.08.130.1) of the City's Municipal <br />Code also states that if no bids are received, the City Council may direct the purchasing officer to have the <br />project completed with no further compliance with this section. <br />Staff requested and received a proposal from J.D. Briggs Co. to complete this work for $13,900. J. D. Briggs <br />Co. installed the City's original fiber optic cable and is very familiar with our system. Staff is recommending <br />that the City Council award a contract to J. D. Briggs Co. for this work. <br />ALTERNATIVES <br />None <br />
