CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF MARCH 26, 2002 <br />Item #2 <br />TO: aa <br />BLE M R AND MEMBERS OF THE CITY COUNCIL <br />FROM: Zamora om my <br />Development Director <br />SUBJECT: Adoption of an Ordinance replacing the existing Sign Regulations, Chapter 18.50 of the <br />Colton Municipal Code (File Index Number DO -99-00) <br />DATE: March 11, 2002 <br />BACKGROUND: <br />The Community Development Department is requesting Council review and approval of a proposed Ordinance <br />that will replace the existing Sign Regulations, Chapter 18.50 of the Colton Municipal Code. The proposed <br />ordinance would provide sign regulations that are consistent with the City's visual and aesthetic goals, as well <br />as, the goals and objectives of the City of Colton General Plan. The proposed project does not contemplate any <br />actual construction or placement of any specific signs within the City. <br />ANALYSIS/DISCUS SIGN: <br />The proposed Ordinance is a result of several staff meetings with local residents, commercial and industrial <br />businesses, housing developers, public and private agencies, and the City Attorney, that contributed their input into <br />the quantity, efficiency, and style of signage that would assist commercial and industrial developments that best <br />provide consistency with the City's visual and aesthetic goals. Of equal importance, the revisions in the proposed <br />ordinance meet constitutional requirements. <br />GENERAL PLAN CONSISTENCY <br />The General Plan allows the Zoning Ordinance to control signage standards for the City. Therefore, the <br />proposed project is consistent with the intent and guidelines of the General Plan. <br />ZONING CONSISTENCY <br />The proposed project will replace the existing sign regulations, which are listed under Chapter 18.50 of Title 18 <br />of the Colton Municipal Code (Zoning Ordinance). It is staff's opinion that the proposed project is consistent <br />with the intent and guidelines of the Zoning Ordinance. <br />On February 4, 2002, the Design Review Committee considered the proposed project. On February 26, 2002, <br />the Planning Commission considered and approved the proposed project. Both the Design Review Committee <br />and the Planning Commission recommend that the Council approve the proposed project. <br />ENVIRONMENTAL IMPACT: <br />An Initial Study and Environmental Checklist was prepared and processed by staff for comments to the public, <br />and all Responsible Agencies as required by CEQA (California Environmental Quality Act). Staff did not <br />receive any responses. Based on the Initial Study, staff is recommending approval of a Negative Declaration. <br />FISCAL IMPACT: <br />None. <br />
