CITY OF COLTON Item #12 <br />AGENDA REPORT <br />For the Colton Utility Authority Meeting of November 5, 2002 <br />TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE COLTON UTILITY AUTHORITY <br />FROM: ERIC FRASER, DIRECTOR OF WATER AND WASTEWATER OPERATIONS <br />SUBJECT: APPROVE AN AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT WITH THE <br />CHAMBERS GROUP FOR ADDITIONAL SERVICES IN AN AMOUNT NOT TO EXCEED <br />$68,000 <br />DATE: October 15, 2002 <br />BACKGROUND <br />By Council action dated August 20, 2002, a professional services agreement was approved with the <br />Chambers Group for the preparation of CEQA documentation for various capital projects throughout the City <br />of Colton. Additional projects have since been identified in the Water and Wastewater Department that <br />require CEQA documentation. <br />DISCUSSION/ANALYSIS <br />The Water and Wastewater department has identified five projects that require proper CEQA documentation <br />prior to placing the project out to bid. The projects are summarized below: <br />1. Riverside Avenue Sewer, Lift Station, and Force Main— This project involves the construction of gravity <br />sewer, a lift station, and a force main to serve businesses on Riverside Avenue. <br />Center Street Extension — This is a cooperative effort between the City of Riverside and the City of <br />Colton to extend Center Street in the area known as the Southwest 44 Annexation. The scope of the <br />document includes all phases of the project including the construction of water and sewer lines in the <br />area. <br />3. Water Transmission Mainline Construction — A key component of the water system Master Plan <br />includes the construction of several large diameter water mainlines throughout the city. These lines <br />are essential to ensure efficient and reliable water service. <br />4. New Well Construction — The scope of this project is to perform the necessary CEQA documentation <br />for the construction of new water wells in the south portion of the city. <br />5. Wellhead Treatment — In order to be eligible for grants to install wellhead treatment equipment at the <br />wells impacted with perchlorate, an environmental document must be prepared. <br />ALTERNATIVES <br />Not prepare the necessary CEQA documents and delay or delete the projects from the Capital Improvement <br />Plan. <br />FINANCIAL IMPACT <br />Funds available from the Water Improvement Project Accounts for numbers 1-5 noted above are in: <br />552-8200-8209-3890-1000, 552-8200-8206-3890-1000 and 551-8100-8106-3890-1000, 551-8100-8106-3890- <br />1000, 551-8100-8104-3890, 521-8100-8101-2350, respectively. <br />
