CITY OF COLTON
AGENDA REPORT
FOR COUNCIL MEETING OF September 3, 2002
TO: Honorable Mayor and City Council
FROM: Tom Clarke, Electric Utility Director
Item #14
SUBJECT: Request recruitment and ratification of employee appointment to the full
time position of Apprentice Power Line Technician for the
Transmission/Distribution Division of the Colton Public Utility
DATE: August 29, 2002
BACKGROUND:
The Electric Utility currently has three vacant budgeted Power Line Technician positions. We are
requesting to under fill two of these positions with Apprentice Power Line Technicians. The
increased demand of work requires that we continue to recruit and train personnel to the position of
Power Line Technician to meet the needs of the Utility.
DISCUSSION/ANALYSIS:
The Electric Utility has experienced increased difficulty in the hiring of qualified Journey level
Power Line Technicians. The Electric Utility has the ability to train its apprentices' to the level of
Journeyman. There is a need to continuously train qualified personnel to meet the Utility's needs in
order to maintain steady and reliable service.
FINANCIAL IMPACT:
The existing, vacated positions are budgeted for the 2001/2003 budget in Account Number 520-
8000-8004-1010-0580-000 Salaries Miscellaneous and 520-800-8004-1101 Related Benefits. By
under filling Power Line Tech. Positions with Apprentice Power Line Techs the department will
save approximately $46,380 in fiscal year 2002/03.
ENVIROMENTAL IMPACT:
None
RECOMMENDATION:
Staff recommends that the City Council approve the recruitment and ratification of the employee
appointment to the full time position of Apprentice Powerline Technician as recommended by the
Electric Utility Director.
PREPARED BY:
James D. Earhart Transmission/Distribution Superintendent
REVIEW TEAM ONLY
City Attorney: Finance Director: tut:.
City Manager: ,-7Y.. OTHER: t,
