Item #18 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF SEPTEMBER 3, 2002 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: AMER JAHKER, P.E., CITY ENGINEER 0 <br />SUBJECT: ,ADOPT RESOLUTION AMENDING RESOLUTION #2119 ADDITIONAL <br />NO PARKING AREAS ALONG CERTAIN PORTIONS OF BORDWELL <br />AVENUE AND VALLEY BLVD. <br />DATE: AUGUST 27,2002 <br />BACKGROUND: <br />A.) Bordwell Avenue has recently been improved to provide access for a swap meet facility <br />constructed in the City of San Bernardino. The roadway improvements provide a 12 foot <br />wide travel lane southbound. This width does not allow for parking. <br />B.) Trucks parked along Valley Blvd. create a sight distance restriction for motorist entering the <br />roadway. <br />ANALYSIS/DISCUSSION: <br />A.) The State of California Vehicle Code allows parking restrictions if adopted by ordinance or <br />resolution. Section 23 of the City of Colton Resolution # 2119 lists areas of the City of <br />Colton with parking restrictions, the attached resolution amends Resolution # 2119 to <br />include the west side of Bordwell Avenue From Johnston Street to the City Limits. <br />B.) Restricting truck parking along both sides of Valley Blvd. west of Pepper Avenue to the <br />City Limits will allow for a safer ingress into the roadway for motorists. <br />FINANCIAL IMPACT: <br />A.) There is no financial impact as the cost to install the required signage along Bordwell <br />Avenue will be the responsibility of the developer of the new swap meet project. <br />B.) Estimate that this action will require the installation of approximately 30 signs at an <br />approximate cost of S 150.00 per sign. <br />ENVIRONMENTAL IMPACT: <br />None. <br />RECOMMENDATION: <br />Staff recommends that Council approve the attached resolutions, authorizing the restriction of <br />commercial vehicle parking along both the north and south curb lines of Valley Blvd. between <br />Pepper Avenue and the west City Limits and authorizing the restriction of parking along the west <br />side of Bordwell Avenue between Johnston Street and the north City Limits. <br />
