Parrish, City Manager <br />Item #21 <br />SUBJECT: Extension of Professional Services Agreement and Approval of <br />Change Order to United Strategies, Inc. in the Amount of $18,192.50 <br />DATE: August 15, 2002 <br />BACKGROUND: <br />On January 7, 2002, the City of Colton entered into a Professional Services Agreement <br />with United Strategies, Inc. to perform consulting services regarding assisting the City in <br />obtaining the necessary permits for the construction of the City of Colton and San <br />Bernardino County Flood Control District Comprehensive Storm Drain Plan Project 3-5. <br />The estimated time to complete this endeavor was the time period between January 1, <br />2001 and June 30, 2002. At that time the estimated cost to perform the aforementioned <br />consulting services was $14,720. Prior to January 7, 2002, United Strategies Inc. was <br />working on this project as a sub -consultant to the Arrowhead Management Group, the <br />firm hired by the City in 1996 to design, and manage the construction of the <br />infrastructure improvements surrounding the Arrowhead Regional Medical Center. <br />DISCUSSION/ANALYSIS: <br />In May of 2002, the City was informed by United Strategies that there were to be <br />changes to the design of the 3-5 Project based on mitigation negotiations with the <br />United States Fish and Wildlife Service to include additional bore pits, realignment of <br />pipeline, velocity changes, and habitat restoration. These changes to the project <br />generated the need for the extension of the professional services agreement from June <br />30, 2002 to December 31, 2002 and the change order. There will be no further <br />extensions or change order requests. <br />ENVIRONMENTAL IMPACT: <br />There is no environmental impact as a result of this extension request and/or change <br />order. <br />FISCAL IMPACT: <br />The City of Colton and the County of San Bernardino approved funding for Project 3-5 <br />when the Memorandum of Understanding for Infrastructure Improvements was <br />approved in 1995. $1,900,000 was transferred from the county to the city to fund a <br />portion of the project. These additional requested funds were not budgeted for <br />expenditure in the 2002/03 Fiscal Year Capital Projects Budget and thus an <br />appropriation must be approved by the City Council in the amount of $18,192.50. The <br />project account established for Project 3-5 is 754-6850-6859-3890. <br />
