Item #8 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF AUGUST 5, 2003 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: DILUDEALWIS–FINANCE DIRECTOR GL`— <br />SUBJECT: REQUEST FOR RECRUITMENT, RATIFICATION OF EMPLOYEE <br />APPOINTMENTS TO NETWORK TECHNICIAN AND GEOGRAPHIC <br />INFORMATION SYSTEMS (GIS) TECHNICIAN, AND <br />ESTABLISHMENT OF SALARY RATE FOR THE POSITION OF GIS <br />TECHNICIAN. <br />DATE: JULY 28, 2003 <br />BACKGROUND: <br />During the past year, the services provided by the Information Services (IS) division of the <br />Finance Department, has grown from mere computer systems maintenance to include <br />communications in Local Area Network (LAN) to cell phones and GIS. <br />The salary range for the GIS Technician (new position) will be $3,617.90 - $4,397.57 per month. <br />The job description for the GIS Technician is attached. (Network Technician is a position <br />previously approved by Council, thereby the job description and salary range have also been <br />approved). <br />ANALYSIS/DISCUSSION: <br />Effective the new fiscal year which began on July 1, 2003 the IS division of Finance have been <br />responsible for a growing list of tasks which now include computer hardware/software <br />maintenance, Local Area Network (LAN), wireless communications, GIS and all computer and <br />communications related purchases (due to decentralizing of purchasing). With the increase in the <br />number of users, the existing staff could not handle the above tasks, which caused the City to hire <br />consultants. During the budget process, IS proposed the addition of a Network Technician and a <br />GIS Technician, which was approved by the City Council with the adoption of the budget on June <br />10 2003. The addition of these positions will enable the IS division to respond to service requests <br />in an expedient manner to minimize computer and communication down time which will increase <br />productivity, as well as increase the level of services available to internal and external customers <br />relating to GIS requests. The recruitment of these positions will enable staff to cancel the <br />contracts of consultants, and save additional funds for the City. <br />FISCAL IMPACT: <br />The Information Services Division has budgeted dollars in fiscal years 2003-2004 to cover the <br />costs of the two positions in account 605-6040-6044-1010 for salary and account 605-6040-6044- <br />1100 for salary related benefits. <br />
