Item #9 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF DECEMBER 16, 2003 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: APPROVED RESOLUTION ADOPTING A PROCEDURE <br />REQUIRING CONTRACTORS FOR PRE -QUALIFICATION <br />PROCESS ON PUBLIC WORKS PROJECT <br />DATE: DECEMBER 5, 2003 <br />BACKGROUND: <br />In order to ascertain that potential bidders for large public works projects, such as the Big League <br />Dreams Sport Park, are competent, capable and experienced, it is beneficial to adopt a pre - <br />qualification process as authorized by Public Contact Code Sections 20100-20103.6. The intent of <br />the pre -qualification process is to assist the City in determining the most qualified bidders who can <br />perform projects satisfactorily. <br />On most occasions, a successful construction project usually depends on the ability and quality of <br />work performed by the contractor. A qualified and responsive contractor usually results in timely <br />and satisfactory completion of the project. The "Request for Pre -Qualification Notice" and <br />Questionnaire proposed for use is attached as Exhibit "A". <br />ANALYSIS/DISCUSSION: <br />On large public work projects, it is advisable that the City pre -qualify contractors to assist the City <br />in determining bidder responsibility prior to their submission of a bid. The pre -qualification process <br />authorizes the City to ask potential contractors several detailed questions about their qualifications <br />in order to determine a contractor's capacity and experience to accomplish a proposed project. The <br />pre -qualification procedures proposed would assist the City in screening and selecting the most <br />qualified lowest responsive and responsible bidders. <br />ENVIRONMENTAL IMPACT: <br />None at this time, each project will undergo thru normal environmental process. <br />
