Clarke, Electric Utility Director <br />Item #10 <br />SUBJECT: Award of Sole Source Contract to Schweitzer Engineering Laboratories, Inc., <br />C/O Matzinger-Keegan, Inc., for the purchase of Schweitzer Protection Relays <br />for the Electric Utility, in the Amount of $57,935.04 <br />DATE: June 23, 2003 <br />BACKGROUND. <br />The Century Substation was built in 1986 and is located at 661 S. Cooley. The primary feed to the <br />substation is 66,000 volts (66 kv). The secondary side of the transformer is 12,000 volts (12 kv). <br />On the 12 kv side we have 6 distribution circuits which feed power to the Cooley Ranch area. <br />Protection relays operate when a fault occurs on our electric lines and trip a 66 kv or a 12 kv circuit <br />breaker. The type of protection relays used on the 66 kv lines are ASEA, that were made in <br />Sweden. These relays are first generation electronic relays for which technical support is no longer <br />provided. <br />The type of protection relay on the 12 kv lines are Basler. These relays normally should provide <br />useful information to substation personnel when power outages occur. However these relays are <br />incorrectly indicating fault conditions that can prolong power outages. Both of these types of relays <br />have failed during testing which puts our electrical system at risk during fault conditions. <br />DISCUSSION/ANALYSIS: <br />In August of 2002, Council approved the sole source contract to Schweitzer Engineering <br />Laboratories, Inc. (SEL) for the purchase of protection relays at the Hub Substation. In 1995 the <br />Drews Substation was built to City specifications which included SEL protection relays. The City <br />of Colton has set the standard when replacements are required. The justification for sole source is <br />as follows: <br />The Colton Municipal Code Title 3 Chapter 3.08.060 states, in part, as follows: <br />"...bidding may be dispensed with ... when the commodity is a sole source item which can be <br />obtained from only one vendor. Sole source items shall include purchases of items where there are <br />restriction in specification due to the need for standardization." <br />FINANCIAL IMPACT: <br />The purchase of these relays was budgeted in FY 02/03 in the Electric Utility Capital Miscellaneous <br />Equipment Account Number 520-8000-8003-4930-0101-000. <br />ENVIROMENTAL IMPACT: None <br />
