Item #5 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF March 18, 2003 <br />TO: Honorable Mayor and City Council <br />FROM: Ron Kenny, Director of Parks, Recreation & Family Services IZK <br />SUBJECT: Use of Colton Civic Center Parking Lot and Waiver of Residential Sales <br />Fee and Permit Process for Two Community "Make a Difference Days" <br />DATE: March 10, 2003 <br />BACKGROUND <br />The City of Colton has for several years sponsored "Make a Difference Day" an annually event <br />held throughout San Bernardino County. The event has provided a collection point in Colton for <br />residents to dispose of personal refuse. Last October's collection point was in the Civic Center <br />Parking Lot where numerous refuse containers were filled and removed by Taormina. They <br />provided the containers and several of their staff free of charge. The Parks Division of the Parks, <br />Recreation & Family Services Department, as well as County Restitution Workers supplemented <br />their staff. <br />DISCUSSION/ANALYSIS: <br />This year the County has requested that cities provide two days during the year devoted to this <br />event. The first day would be Saturday, April 26ih, with a second event being held on Saturday, <br />October 25"i. Both events would be from 7:00 a.m. to 2:00 p.m. For Colton, it would again include <br />the use of the Civic Center Parking Lot. There would be no charge to residents. <br />Items such as televisions, computers and other electronic equipment cannot be disposed of at <br />County landfills. However, on these particular days they will be accepted at the City Hall site. <br />City staff will transport them free of charge to a local County disposal site. Hazardous materials <br />will not be accepted under any circumstances on-site, but staff will direct residents to the nearest <br />approved disposal site. <br />As was done last year, the City Council is being requested to waive the $5.00 Residential Sales fee <br />and corresponding permit normally associated with private garage sales. It is hoped that by again <br />waiving the fee and permit process, it will encourage residents to clean up around their homes. <br />Each "Make a Difference Day" would also include various clean-up projects by the Public Services <br />Department. Manager Randy Rivera is recommending that April's project be the cleaning of Agua <br />Mansa Road and selected alleys. October's project has yet to be determined. <br />
