CITY OF COLTON AGENDA REPORT FOR COUNCIL MEETING OF MARCH 18, 2003 TO: Honorable Mayor and City Council FROM: Tom Hendrix, Fire Chief — SUBJECT: Termination of 1979 Air Truck Agreement DATE: March 6, 2003 Item #8 BACKGROUND: In 1979 the City of Colton entered into a joint use agreement with the City of Rialto, the City of San Bernardino, the City of Redlands and the Central Valley Fire Protection District (now the County Fire Department) to share the costs of an Air Truck. The Air Truck consists of a truck -mounted, high pressure air compressor, which provides breathing air for fire station storage bottles and a mobile supply of breathing air to refill firefighters' self-contained breathing apparatus at structure fires. The truck itself was originally purchased by the City of San Bernardino, with the air compressor and supplementary equipment purchased by the other participating cities. The legal title to the truck and all equipment is in the name of San Bernardino City and the unit is also housed and staffed by San Bernardino City Fire Department. The unit has become obsolete and unreliable. As a result, each of the jurisdictions in the Agreement now has its own mobile source of breathing air (breathing support unit). DISCUSSION/ANALYSIS: The Air Truck no longer has any value to the agencies in the Agreement. The Fire Chiefs have voted to donate it to the County Fire Department, for use in some of the smaller high desert fire districts, which do not have access to a mobile breathing support unit. Under the terms of the original agreement, when parties terminate participation in the agreement, the remaining member or members, in this case, the County Fire Department, will retain ownership. FINANCIAL IMPACT: There is no financial impact to the city. ENVIRONMENTAL IMPACT: There is no environmental impact. RECOMMENDATION: Grant the Fire Chief approval to write a letter formally terminating the City of Colton Fire Department's participation in the Air Truck Agreement.
