CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF MARCH 18, 2003 <br />TO: Honorable Mayor and City Council <br />FROM: Tom Hendrix, Fire Chief — <br />SUBJECT: Termination of 1979 Air Truck Agreement <br />DATE: <br />March 6, 2003 <br />Item #8 <br />BACKGROUND: <br />In 1979 the City of Colton entered into a joint use agreement with the City of Rialto, the City of San <br />Bernardino, the City of Redlands and the Central Valley Fire Protection District (now the County Fire <br />Department) to share the costs of an Air Truck. The Air Truck consists of a truck -mounted, high <br />pressure air compressor, which provides breathing air for fire station storage bottles and a mobile <br />supply of breathing air to refill firefighters' self-contained breathing apparatus at structure fires. <br />The truck itself was originally purchased by the City of San Bernardino, with the air compressor and <br />supplementary equipment purchased by the other participating cities. The legal title to the truck and <br />all equipment is in the name of San Bernardino City and the unit is also housed and staffed by San <br />Bernardino City Fire Department. <br />The unit has become obsolete and unreliable. As a result, each of the jurisdictions in the Agreement <br />now has its own mobile source of breathing air (breathing support unit). <br />DISCUSSION/ANALYSIS: <br />The Air Truck no longer has any value to the agencies in the Agreement. The Fire Chiefs have voted <br />to donate it to the County Fire Department, for use in some of the smaller high desert fire districts, <br />which do not have access to a mobile breathing support unit. <br />Under the terms of the original agreement, when parties terminate participation in the agreement, the <br />remaining member or members, in this case, the County Fire Department, will retain ownership. <br />FINANCIAL IMPACT: <br />There is no financial impact to the city. <br />ENVIRONMENTAL IMPACT: <br />There is no environmental impact. <br />RECOMMENDATION: <br />Grant the Fire Chief approval to write a letter formally terminating the City of Colton Fire Department's <br />participation in the Air Truck Agreement. <br />REVIEW TEAM ONLY <br />City Attorney: Finance Director: <br />City Manager: _�� OTHER: <br />
