CITY OF COLTON Item #11 AGENDA REPORT FOR THE COUNCIL MEETING OF MARCH/18, 2003 TO: Honorable Mayor and City Coun it e FROM: Joe McCann, Acting/ Chief of P lic SUBJECT: Approve and adopt a Resoluti u orizing the submittal of a grant application, the incurring of obligation, the execution of a grant agreement and any amendm nts thereto, and any other documents necessary to secure a Code Enforcement Grant Program (CEGP) Grant from the State of California, Department of Housing and Community Development by the City Manager on behalf of the police department. DATE: March 5, 2003 BACKGROUND: On February 14, 2003 the State of California, Department of Housing and Community Development, (HCD), announced the availability of $4,750.000.00 in funding for housing code enforcement assistance grants from the HCD's Code Enforcement Grant Program (CEGP). DISCUSSION/ ANALYSIS On July 1, 1999, the Colton Police Department assumed the additional responsibilities of code enforcement for the City. During the past 31/2 years, the department, through the Neighborhood Enrichment Team, has implemented many new processes and procedures that have impacted the blight within the City in a positive and productive way. One of the methods that has been extremely successful has been the partnering of our Problem -Oriented Policing Officers with the Code Enforcement Officers in addressing neighborhood blight and crime issues. In reviewing the Grant package, it appears as though this is the focus that the HUD is looking to see as a comprehensive way to address blight throughout the State. The CEGP grants provide funding for capital expenditures that supplement or complement local code enforcement and compliance activities with a maximum grant to a single recipient not to exceed $300,000.00. It is our desire to request funds for the purchase of equipment to include additional technology, vehicles, etc., as well as to request funding for the construction of additional space to our current police facility to allow for the housing of the Neighborhood Enrichment Team thus improving the working relationship between the Team and the police patrol officers. ALTERNATIVES Do not apply for the Grant and continue to operate with our current equipment and limited space. FINANCIAL IMPACT There is no matching funds requirement for the award of the grant although there is an expectation that the recipient continues to provide the personnel and soft costs to make effective use of the grant -financed acquisitions.
