Item #1 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF May 2, 2003 <br />TO: Honorable Mayor and City Council <br />APPROVAL: Daryl Parrish, City Manager <br />FROM: City Attorney <br />SUBJECT: Construction Tax <br />DATE: April 30, 2002 <br />BACKGROUND: <br />On October 19, 1977, the City established a construction tax ("tax") to generate revenue <br />for the capital improvement park and recreation fund in conjunction with the Recreation <br />Element of the City's General Plan that was adopted on December 6, 1973. The funds <br />collected where placed in the City's Park Fund. In 1995, the City amended the <br />municipal code relating to the tax by adopting Ordinance No. 0-03-95 which provided <br />that the funds collected pursuant to the tax where to be placed in the City's General <br />Fund rather than the Park Fund. <br />DISCUSSION/ANALYSIS: <br />Staff believes that the tax should be repealed and that alternative funding sources <br />should be pursued. The proposed ordinance will accomplish the repeal. <br />ALTERNATIVES: <br />Adopt Ordinance repealing Chapter 3.32 of the Colton Municipal Code relating to <br />the imposition of the construction tax. <br />2. Take no action. <br />FINANCIAL IMPACT: <br />None. <br />ENVIRONMENTAL IMPACT: <br />This ordinance is exempt pursuant to CEQA Guidelines section 15061(b)(3). <br />RVPUB/ACD/652012 <br />
