Item #10 CITY OF COLTON AGENDA REPORT FOR THE CITY COUNCIL MEETING OF MAY 6, 2003 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: AMER JAKHER, P.E., CITY ENGINEER SUBJECT: REQUEST FOR APPROVAL OF FIRST AMENDMENT TO ENGINEERING SERVICES CONTRACT WITH W. J. MCKEEVER, INC. FOR EDA PROJECT NO. 07-01-05132 - CONSTRUCTION OF INFRASTRUCTURE IMPROVEMENTS TO SERVE THE COOLEY RANCH AREA. DATE: APRIL 21, 2003 BACKGROUND: On August 9, 2002, the U.S. Department of Commerce — Economic Development Administration (EDA) approved the request of the City of Colton retaining the services of W. J. McKeever, Inc. ("McKeever") (see exhibit "A") to provide engineering services for EDA PROJECT NO. 07-01- 05132 (CONSTRUCTION OF INFRASTRUCTURE IMPROVEMENTS TO SERVE THE COOLEY RANCHAREA) for an amount of $14,957.11 (see attached Agreement as exhibit `B"). The scope of work included preparation of bid package and the specifications. East Valley Land Company, the developer of the project, originally hired McKeever as the engineering consultant for this project. After the bidding process, McKeever has continued to serve as the Engineering Consultant for the project. The scope of work includes completion of plans after the project approval of EDA, preparation of documents submitted to the EDA, continued coordination with the City of Riverside for the approval of plans, shop drawings, and specifications for the relocation and upsize of a 42" waterline, revision of plans as required on site, and coordination and response to contractor's technical inquiries. McKeever's proposal to perform all of the above services is not to exceed the amount of $40,000 (see exhibit `C"). To date, McKeever has submitted invoices totaling $17,508.41. ANALYSIS/DISCUSSION: Staff has evaluated McKeever's proposal and has determined that the proposed amount not exceeding $40,000 is reasonable considering the magnitude of the project. This item (Architectural and Engineering fee) is part of the scope of work submitted to EDA. A copy of the proposal will be sent to EDA -Los Angeles Office for evaluation and authorization to include as a change order to the Engineering Contract of McKeever.
