Item #23 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR CITY COUNCIL MEETING OF MAY 6, 2003 <br />TO: Honorable Mayor and Council Member <br />FROM: AI Holliman, Assistant City Manager <br />SUBJECT: New Memorandum of Understanding for Colton Police Management Unit <br />DATE: April 2g, 2003 <br />BACKGROUND <br />The City of Colton Police Management unit's Memorandum of Understanding (MOU) expires on June 30, 2003. As a result, labor <br />negotiations were commenced and have now been concluded, pending City Council approval of the proposed new MOU. The police <br />Management Unit only consists of four positions — three lieutenants and one captain. <br />DISCUSSION/ ANALYSIS <br />Because of pending large increases in public safety retirement rates and the State of California's poor fiscal condition, the proposed <br />term of the agreement is only one year as it is difficult to gauge the City's financial condition beyond that time. Other changes to the <br />MOU consist of "housekeeping" items to make the Police Management MOU consistent with other bargaining units' MOUS. These <br />include minor changes relative to bilingual pay, optical coverage, bereavement leave, and the nepotism policy. Other new aspects of <br />the proposed MOU with cost impacts consist of: <br />1. A salary increase of 6% for both classifications (lieutenant and captain) to bring compensation to the average pay of <br />surrounding cities based on a full compensation study. <br />2. An increase of $100 per month in certificate pay <br />3. A medical insurance allowance of $750 per month versus the previous cap attributable to Health Net premiums (no material <br />difference in cost is anticipated — change is more of a philosophical and administrative nature). <br />4. An increase in administrative leave of 20 hours per year, including cash out provisions of 40 hours to be commensurate with <br />other management units. <br />5. Personal use of assigned take home vehicles subject to a 50 -mile radius, a 15,000 mile annual limit, and indemnification <br />relative to any passengers who are not City employees. <br />The certificate pay, administrative leave increase, and personal use of assigned vehicles are proposed means to compensate the <br />Police Management Unit for being "on call" for a full week every fourth week. In addition to being "on call", all members of the unit <br />typically report to work for all major incidents and do not receive overtime pay. <br />FINANCIAL IMPACT <br />The annual fiscal impact of the proposed change to this MOU approximates $31,000. This increase has been presented to the Fiscal <br />Management Committee and will be included in the proposed 2003/04 annual City budget. <br />ENVIRONMENTAL IMPACT <br />None <br />Approve and adopt the attached Resolution adopting the Memorandum of Understanding for the Police Management Unit for a one- <br />year term from July 1, 2003 to June 30, 2004. <br />REVIEW TEAM ONLY <br />City Attorney: - Finance <br />City Manager: ea OTHER: <br />
